JOB SUMMARY

We are seeking a highly skilled and motivated Senior Program Analyst - Foreign Military Sales (FMS) to support our imminent contract with the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation. The ideal candidate will play a crucial role in analyzing program performance, developing strategic initiatives, and providing insights that drive decision-making. This position requires a strong analytical mindset, excellent communication skills, and the ability to work collaboratively across various departments.

SKILLS

  • Bachelor’s Degree (Waived with 10 years of Security Cooperation/ Armaments experience)
  • 6 Years of minimum experience in a related Fields
  • Requires expert knowledge in the foreign military sales process
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent verbal and written communication skills for effective stakeholder engagement.
  • Proficiency in data analysis tools and software.
  • Experience in customer service, demonstrating an understanding of client needs and expectations.
  • Ability to work independently as well as collaboratively within a team environment.
  • Strong organizational skills with attention to detail and the ability to manage multiple projects simultaneously.

Responsibilities
  • Reviews all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability.
  • Coordinate with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Depart of State (DoS) as required on all aspects of the FMS program within assigned portfolio of countries.
  • Assist in developing briefing and update materials for senior Army leadership that concisely and clearly conveys capacity and production issues as they relate to Army Security Cooperation activities.
  • Support international FMS requirements forecasting
  • provide technical support to the DASA DEC for the FMS of legacy, Interim Force, and Objective Force weapons systems and components. Draft, coordinate and make recommendations pertaining to the FMS business strategy, considering technology transfer and other relevant procedures to ensure Army equities are preserved.
  • Support government personnel in identifying technology transfer, disclosure, and or other requirements within FMS cases and FMS/DCS-hybrid cases.
  • Support government personnel in facilitating hybrid DCS/FMS programs through innovative application of related policies.
  • Support the assessment and development of Army FMS Campaign Plans to ensure that appropriate Army-related systems, capabilities, and technologies are adequately controlled in support of U.S. foreign policy, Army Campaign Plan, military security and industrial base concerns. Periodically examine processes and provide results and recommendation on the Army export process to the client
