Description
SAIC is seeking a Full Time Senior Program Analyst to support a major NAVIR program office. The Program Analyst will be responsible for performing various program management duties in support of select Integrated Product Teams (IPTs), specifically Aircraft Armament Equipment (AAE) and Aerial Refueling Stores (ARS). This position is available in a hybrid format, with some occasional travel requirements to support the mission. The Senior Program Analyst will be responsible for but not limited to the following: Monitor contracts and track mission objectives to include development, selection, definition, and coordination of acquisition documentation. Develop, manage and update Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT), inclusive of all requirement documents associated with each PID. Develop, manage and update Statements of Work, Contract Data Requirements Lists (CDRLs), other contract Attachments, and Engineering Change Proposal (ECP) contract actions. Utilize Procurement Integrated Enterprise Environment (PIEE) to include Electronic Data Access (EDA) and Government Furnished Property (GFP), Navy Enterprise Resource Planning (ERP), CDRL Tool and DID Assist to update PID documents. Maintain status of PID packages through configuration management as they go through the procurement process and provide weekly updates. Perform the research, development, review, analysis, revision, routing and tracking of acquisition documentation for Government review and approval, to also include all DoD 5000.02 documentation, Justification and Approvals (J&A), Program Decision Memorandums (PDMs), Acquisition Categories (ACAT) Determination Letters and Tailoring Agreements. Provide independent assessments and recommendations for improving program acquisition efficiencies and processes. Prepare meeting agendas; coordinate, attend and support IPTs and Contractor meetings, requirements reviews, design reviews; support logistics program reviews, system working group meetings, technical interchange meetings, program review meetings, test planning meetings, and other meetings as required or directed and prepare and distribute meeting minutes. Collect and distribute action items from program meetings after receiving Government approval of the content and format of the documents. Maintain an issue and action item database to support the IPT lead and government systems engineers in managing the lifecycle of product issues and actions. Track action items to closure. Assess if the platform prime’s subcontracts are timely awarded and properly flowed-down. Further, identify any risks that would impact cost, schedule, and performance. Required Education: Bachelor's degree and fifteen (15) years’ experience; additional four (4) years’ experience can be considered in lieu of degree. Required Clearance: Must be able to obtain and maintain an active Secret security clearance; Interim secret required to start; US Citizenship required. Required Skills: Extensive Program Management Experience Thorough Project Management Experience Desired Skills: Familiarity with NAVAIR acquisition program offices.
