PATH is seeking a skilled and dynamic Senior Program Associate to join the market dynamics program to support a critical initiative aimed at helping low- and middle-income countries (LMICs) navigate the evolving health funding landscape. This initiative addresses key gaps created by fluctuating donor funding while integrating fragmented health data to drive evidence-based prioritization of health resources. The Senior Program Associate will work closely with PATH staff around the world, Ministries of Health (MOH) and senior government counterparts to enhance the allocative efficiency of health funding and improve health outcomes despite funding reductions. Ideal candidates will be analytically-minded with a strong quantitative skillset, have the ability to communicate and collaborate professionally across time zones and cultures, be detail-oriented, and be capable of managing multiple fast-moving and ambiguous workstreams.

Responsibilities:

• Manage data integration and analysis: Lead efforts to gather, integrate, and analyze health financing data from various sources to provide real-time insights into available resources, both domestic and donor assistance.
• Create data visualization tools that promote usability: Develop and manage a dashboard to track health care resources – both available resources and gaps in financing – to support accurate, timely data for evidence-based health financing decisions.
• Design and develop mathematical models: As needed, support development of cost effectiveness, health impact, forecasting, optimization, and other relevant mathematical models to further extend the team’s insights; synthesize inputs from multiple quant/qual sources and engage with relevant internal modeling experts where necessary.
• Support development of evidence-backed recommendations: Using analytical work, aid government partners in designing actionable recommendations to streamline funding, increase efficiency, and support the implementation of best practices in healthcare programming.
• Assist with investment case development: Work with the government partners to build strong, data-driven cases for domestic funding allocations and the pursuit of supplemental donor assistance.
• Facilitate learning and knowledge sharing: Lead the facilitation of a learning agenda that shares insights, case studies, and best practices with other implementing partners, countries, and stakeholders.
• Present key findings: Prepare content for internal and external presentations to share findings and solicit feedback on the identified programs of work.

Requirements:

• A minimum 5 years of experience in the private sector or NGO sector working in a fast-paced, results-oriented environment (e.g., strategy consulting, investment banking, health financing). Master’s degree in business, economics, public health or related field strongly preferred.
• Research: Experience in conducting and synthesizing research across a range of health and technical disciplines, with the ability to quickly understand and engage in new political or technical contexts.
• Data analysis & visualization: Technical skills in quantitative and qualitative data manipulation and analysis, such as (1) building and maintaining analytical approaches/models; (2) collecting, cleaning, analyzing and maintaining disparate information/data sets, and (3) creating succinct visualizations with diverse types of information/data to convey a point.
• Modeling: Basic experience with a variety of modeling disciplines such as cost effectiveness, simulation, forecasting, and/or resource optimization; experience making, evaluating, and documenting assumptions to address data gaps and navigate a generally sparse data environment.
• Communication and strategy: Ability to distill strategic insights from interviews/workshops/analyses and draft succinct reports and presentations that communicate those insights effectively to diverse audiences, including donors, government leaders, and health technical experts.
• LMIC experience: Experience working with Ministries of Health and their partners in low- and middle-income countries; experience directly supporting senior MOH officials a strong plus.
• Proven effectiveness working in a globally-distributed, team-based environment, but capable also of working independently and taking initiative when needed.
• Experience with project management and managing to budget and deadlines.
• High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word.
• English language fluency, both written and verbal.
• Ability and willingness to travel internationally; less than 10% of the time expected.

The hourly rate for this temporary role in the U.S. is $43.26. The final salary is based on a variety of objective factors. This is a non-benefitted position.
