JOB DESCRIPTION:

The Senior Program Director for Air Traffic System In-Service Management provides executive leadership and strategic oversight for the operations, sustainment, and long-term support of complex air traffic management systems within the National Airspace System (NAS). This role is accountable for ensuring the availability, reliability, and performance of mission-critical systems across their entire lifecycle — from deployment through sustainment, upgrades, and eventual transition. The Director works closely with leadership, industry
partners, engineering teams, and operational stakeholders to deliver integrated sustainment strategies that balance safety, cost efficiency, and innovation.

QUALIFICATIONS:

  • Bachelor’s Degree in Engineering or related technical/business field and typically 20+ years of related work experience is required.
  • Proven executive leadership experience in large-scale, complex program management within aviation, defense, or transportation sectors.
  • Deep knowledge of air traffic management systems, NAS architecture, and FAA sustainment processes.
  • Demonstrated expertise in lifecycle management, logistics, and sustainment planning for mission-critical systems.
  • Strong financial acumen with experience managing multi-million-dollar portfolios.
  • Exceptional stakeholder engagement, negotiation, and communication skills.
  • Advanced degree in engineering, program management, or a related field preferred; PMP certification desirable.

Responsibilities
  • Lead the strategic planning, execution, and governance of system lifecycle sustainment programs for air traffic systems.
  • Direct large, multidisciplinary teams and partner organizations in maintaining operational readiness across the NAS.
  • Oversee preventive and corrective maintenance, system upgrades, obsolescence management, and technology refresh initiatives.
  • Ensure sustainment strategies align with FAA policies, regulatory standards, and evolving operational requirements.
  • Manage program cost, schedule, risk, and performance across multiple sustainment portfolios.
  • Collaborate with engineering and acquisition teams to integrate sustainment considerations into system design and modernization.
  • Serve as the primary interface with FAA, contractors, and industry stakeholders on sustainment policy, strategy, and execution.
  • Drive innovation in sustainment through data analytics, predictive maintenance, and emerging technologies.
  • Champion a safety-first culture while ensuring system availability and mission continuity.
