Job Description

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in civil engineering, construction management, or a related field.
  • 12+ years experience in infrastructure delivery, with a strong focus on highways
  • 4+ years in senior leadership roles managing large-scale infrastructure programs.
  • Proven experience delivering highway and transportation projects valued at $500M+.

PREFERRED QUALIFICATIONS:

  • 20+ years of progressive experience in infrastructure delivery, with a strong focus on highways.
  • Demonstrated success managing complex, multi-disciplinary teams and high-risk technical interfaces.
  • Deep familiarity with Ontario’s transportation landscape, including MTO standards, RAQS, and contract administration protocols.
  • Professional Engineering (P.Eng.) designation strongly preferred.
  • PMP or PgMP certification is an asset.
  • Strong background in program management, including cost, schedule, risk, and performance controls.
  • Experience with environmental permitting, geotechnical challenges (e.g., deep cuts, high fills), and utility coordination.
  • Strong communication and stakeholder engagement skills, including Indigenous consultation and public outreach.
Responsibilities

ABOUT THE ROLE:

AECOM is seeking a seasoned and versatile Senior Program Director – Highways to lead the delivery of transformative highway infrastructure programs across Ontario. This role is ideal for a dynamic leader with a broad base of experience in transportation infrastructure, including design, construction, stakeholder engagement, and alternative delivery models. The successful candidate will bring a holistic understanding of highway program delivery, from early planning through to commissioning, and will be adept at navigating complex technical, regulatory, and stakeholder environments.

KEY RESPONSIBILITIES:

  • Provide strategic leadership for the delivery of large-scale, multi-phase highway programs, including those exceeding $1B in value.
  • Oversee all aspects of program execution, including design management, construction oversight, contract administration, risk mitigation, and schedule control.
  • Lead and integrate program management functions, including cost control, earned value management, reporting, and performance tracking.
  • Ensure robust program controls are in place to support decision-making, transparency, and accountability across all phases.
  • Lead cross-functional teams and coordinate with internal and external stakeholders to ensure seamless integration across project phases and disciplines.
  • Serve as the primary interface with government clients, regulatory bodies, Indigenous communities, and the public.
  • Champion innovation in delivery models (e.g., CMGC, PDB), phasing strategies, and technical integration across corridor sections.
  • Ensure compliance with environmental regulations, permitting, and excess soils management.
  • Mentor senior staff and contribute to AECOM’s leadership presence in Ontario’s infrastructure sector.
