Your Role:
As an Senior Program Manager, you will play a crucial role in driving Project Management initiatives at the CCTS. Your extensive project management experience, partnered with your thorough understanding of the organization and its culture will be put to the test as you create, support and maintain the roadmap for major organizational projects. Reporting directly to the Assistant Commissioner, you will work closely with senior leaders to help them plan and actualize their project goals, correct issues and manage interdependencies across departments. You will also lead a team consisting of a Business Analyst and Change Manager. Your guidance will drive project management initiatives, foster a culture of healthy change management and release management across the organization.
- Clearly identify corporate strategic objectives and align projects and project activities that align with those objectives
- Plan resources and project resources for various organizational initiatives
- Identify risks and develop risk management strategies to ensure that risks fall within corporate thresholds
- Lead a team rooted in Project management, including a Business Analyst and Change Manager to
- Ensure scope, schedule, cost and quality objectives are met and that risk, change and communications processes are followed
- Provide guidance, coaching and advice to operational leaders managing projects to ensure best practices and frameworks are being utilized.
- Draft, formalize and maintain Change Management Governance structure to ensure that CCTS employees are effectively prepared and trained for new changes and processes
- Support CCTS’ ongoing change management journey as an organization by defining critical success factors and performance indicators, regularly assessing implementation success, identifying potential risks and driving continuous improvement
- Develop and implement standard tools and processes for release, change and project management and ensure that release goals, scope and timelines are understood by all stakeholders.
- Support the internal communication framework by developing strategies and mechanisms to deliver information and obtain feedback regarding project objectives
- Work with Product Owners to align deliverables and release plans to achieve a cadence of improvement
- Involve Business Analyst and Functional SMEs as required to analyze, define and implement requirements.

Must-Have Magic:
· A minimum of 10 years of experience as a Senior Project Manager, or equivalent consulting experience
· PMP Designation (or equivalent)
· Previous hands-on involvement in managing medium to large projects involving both technology replacement and business processes across a full project life cycle
· Strong technological skills, including project management software, Microsoft 365, and the ability to work remotely in a technologically connected work environment
· Project delivery experience in functions of client management such as client onboarding, complaint and issue management, workflow, classification, compliance, performance metrics and reporting, and analytics
· User-centric mind-set and design-thinking approach, including applied knowledge of user testing and validation techniques to guide projects
· Strong proficiency of at least one agile methodology (XP / Scrum)
· Experience leading change management including applying a structured change management methodology, process and tools
· Experience in business analysis and business process management methodologies.
· Business process management certification and Change management certification are considered strong assets for the role
· Excellent verbal and written communication skills are a must. (proficiency in both French and English is a valuable skill)
