Abt Global is seeking a highly qualified individual to fill the Senior Program Manager – GEDSI Capacity Strengthening role on the PNG Australia Transition to Health (PATH) Program. This role is based in Port Moresby, Papua New Guinea and only open to PNG citizens. Senior Program Manager, GEDSI Capacity Strengthening |PATH Commencement: April 2026 Based in Port Moresby, PNG Open to PNG Citizens only Job Summary The Senior Program Manager – GEDSI Capacity Strengthening will be responsible for providing overarching program management and operationalising PATH Intermediate Outcome 2 – Health personnel demonstrate strengthened capacity to deliver GEDSI priorities at national and provincial levels. This outcome focuses on strengthening the capacity of health personnel to integrate and deliver GEDSI priorities — including gender equality, disability inclusion, and safeguarding — across policy, planning, and budgeting processes at both national and provincial levels. Key activities under IO2 include: Finalisation of the National SGBV In-Service Training Package Delivery of SGBV training to health workers through a blended learning approach (face-to-face and e-learning) Development of an Inclusive Health Service Delivery Training Package for health workers Delivery of the Inclusive Health Service Delivery Training Package to health workers Men’s Peer Support Network (Wok Wantaim Man) Inclusive Health Leadership Training for mid-level and senior executive teams of the National Department of Health (NDoH) These activities, except for the Inclusive Health Leadership Training, will be implemented across five of PATH’s six demonstration provinces: East New Britain, West Sepik, Western Highlands, Western, and Morobe. The Senior Program Manager will have program management responsibility for leading Implementing Service Providers (ISPs) and PHAs to ensure grant program targets, goals, and activities are operationalised and implemented in accordance with grant agreements and PATH’s overall plan and budget. Responsibilities typically include: The Senior Program Manager – GEDSI Capacity Strengthening will work closely with the GEDSI and Safeguarding Lead to: Oversee and manage relationships with PATH ISPs and PHAs to manage grant pre-award, implementation, and reporting requirements, and facilitate targeted technical capacity support as needed from program partners. Identify issues preventing the effective delivery of GEDSI grants by ISPs and look for opportunities to improve the delivery of GEDSI activities. Support coordination with AHC, NDoH, PHAs, program partners, technical partners, and ISPs and manage the day-to-day activities of the GEDSI Team. Leadership Support and Program Management Work with the GEDSI and Safeguarding Lead on GEDSI targeted activities in alignment with the broader PATH Program Strategy. Contribute to PATH GEDSI strategy, Annual Workplan, Budget, and wider PATH strategy, ensuring completion and implementation is in line with NDoH policies, the National Health Plan (NHP), and PHA policies. Utilise key technical skills to implement GEDSI Targeted Activities plans and Enhanced GEDSI Capacity Intermediate Outcome 2 of the PATH Strategic Plan. In collaboration with the GEDSI and Safeguarding Team, provide regular reports on grantee(s) performance and progress and GEDSI Targeted Activities to the Performance and Learning (PAL) Unit. Conduct monitoring of the outcomes of the Sapotim Lida Program, which was concluded in May 2025 Contribute to updating and maintaining the GEDSI Risk Register. Manage and coordinate activities, briefings, reports, and workshops. Others as relevant and requested by the GEDSI & Safeguarding Lead or their delegate Grant Management Lead the end-to-end monitoring and reviewing of delegated grant(s) contract deliverables, workplan implementation, risk registers, budgets, the submission of quarterly Performance Framework results, communication products, GEDSI requirements, six-month reports, and annual reports. Oversee the operations of the delegated grant(s), including proactively identifying potential problems and solutions that can contribute to improving PATH policies and work methods in managing GEDSI grants. Ensure that grant delivery activities are aligned with PHA priorities, the NHP, and PATH’s Strategic Plan. Lead the scheduling and delivery of monthly progress calls with each grantee to understand implementation progress and challenges, deliver general program updates including from technical support partners, and ensure that call notes are shared with the GEDSI and Safeguarding Lead and/or their delegate in a timely manner. Conduct and oversee provincial-level supervision visits and implementation monitoring in coordination with the PAL Unit. Monitor and evaluate capacity and key aspects related to effective grant management and performance of grants as outlined in the PATH Strategic Plan. Actively promote gender equality, disability and social inclusion principles within PNG’s health system at national and provincial levels. Support grantees, partners, and national counterparts to understand and apply Adaptive Management and Thinking Working Politically (AMTWP) approaches to policy making and program delivery. Partner Stakeholder Engagement and Coordination Effectively develop and maintain productive relationships with NDoH, PHAs, Grantees, and DFAT. Facilitate provinces to access technical assistance, training, and capacity building support from UN agencies, ISPs, or other sources as required. Actively participate, contribute, and where required present during grant governance and coordination meetings. Contribute to briefs and reports as required. Develop agendas and facilitate grantee workshops in coordination with the GEDSI and Safeguarding Lead or their delegate. General Provide broader surge support to the PATH Program as required. Any other duties as required by the GEDSI and Safeguarding Lead or their delegate. Key Deliverables Key deliverables include but are not limited to: Effective, accurate, and timely management of all delegated grant(s) deliverables, milestones, budget, and associated risks. Timely and high-quality progress reporting to the GEDSI and Safeguarding Lead and PAL Unit (and ad-hoc reports as requested). Build and maintain open, productive, and outcome-oriented relationships with key internal and external stakeholders including the AHC (DFAT), GoPNG, and UNFPA. Provide high-quality partnership support to partners, PHAs, ISPs, NDoH, and donors with a high level of responsiveness to the client, grantees, and stakeholders. High-quality secretariat and facilitation support provided to partners. Attendance at and participation in GEDSI workstream, PATH, GoPNG (NDoH and/or Provincial), and stakeholder meetings. Contribute to and oversee input into donor reports for areas of responsibility as delegated by the GEDSI and Safeguarding Lead. Support national counterparts to understand and apply GEDSI approaches to policy making and program delivery. Master’s or relevant professional tertiary qualifications, with a bachelor’s degree in public health, Allied Health, Social Sciences, International Relations, Community Development, or Grants Management. More than five years’ experience in a program management role in international or community development, humanitarian, or health-sector programs Understanding of the grant management cycle, including a demonstrated understanding of GEDSI principles and how they apply to aid programming and evaluation. Experience in broad coordination, facilitation, and capacity building with internal and external stakeholders. Excellent analytical and writing skills, including the preparation of reports and briefs for internal and external stakeholder audiences. Demonstrated understanding of the PNG health sector (required); sound understanding of PNG Provincial Government systems and central agencies (DPM, DoF) will be highly regarded. Multi-stakeholder engagement across large and complex cross-program environments, with the ability to work in a politically and culturally sensitive manner.
