Job Description
ROLE: Program Manager
CONTRACT LENGTH: Start ASAP – 12/31/25, likely extending through 2026
PAY RATE: $70/15/hour W2 to $80.00/hour W2 dependent on skills and experience
LOCATION: Local candidates to MN, 100% remote is fine but need to be available for on-site work as needed

JOB DESCRIPTION

The Senior Program Manager is responsible for leading and managing one or more cross-departmental transformation programs that align with the organization’s strategic plan, regulatory requirements, new product development, or operational initiatives. The Program Manager will oversee all project managers and teams within their program(s) and will ultimately be responsible for program performance, including but not limited to: timing, budget, and the quality of the scope of work completed. Programs/projects may involve evaluating and/or implementing services, systems, or opportunities for business process improvement.

KEY ACCOUNTABILITIES

Manage Execution (70%)
Partner with Business stakeholders to define and/or understand program scope, milestones, and business outcomes. Support development of business case(s), partnering with business owners, Finance, Technology, etc.
Identify resource requirements for the program, aligning to budget constraints and working with program leadership to facilitate hiring; reassess regularly.
Participate in Program Increment (PI) Planning, System Demo, and Solution Demo to ensure alignment across multiple ARTs and business divisions, highlighting and resolving gaps in deliverables.
Understand and report on the progress of the program MVP with key stakeholders, including steering and portfolio management.
Develop and continuously update a critical path/business milestones in partnership with business representatives and Product Management to meet business outcomes.
Ensure coordination of epic-related (program) activities across all entities (business readiness, communications, process design, technology delivery, etc.).
Manage executive stakeholder communications, including preparation and facilitation of Executive Steering Committees.
Ensure transparency and management of dependencies, issues, and risks, facilitating resolutions or decisions as needed.
Support Product Managers, Product Owners, and Business Readiness representatives in managing expectations for program deliverables.
Hold teams accountable for deliverables and commitments; serve as an escalation resource and remove obstacles to facilitate decisions.
Manage program financials, ensuring appropriate expenditures and resolving issues with financial representatives and/or Portfolio Management.
Relationship Management (30%)
Collaboratively and effectively work with internal and external entities, including vendors.
Organize, motivate, and provide leadership to cross-functional work teams from all operating areas.
Coach, support, and lead a team of project managers as they manage their individual projects.
Provide leadership when project managers face barriers throughout the project life cycle.

REQUIRED SKILLS

Education: Bachelor’s Degree or Equivalent Experience.
Experience: Bachelor’s degree plus 8 years of related experience, including 3+ years managing complex cross-departmental programs and teams of project managers.
Required Skills/Experience:
Leading cross-functional strategic and/or transformation programs.
Healthcare experience, particularly within a payer environment.
Managing program budgets in excess of $1M+.
Managing project managers throughout a project life cycle.
Working with Executive stakeholders, business owners, technology owners, change managers, operational readiness/training staff, and cross-functional teams of 10–50+ people.
End-to-end program management, inclusive of Agile delivery methodologies.
Strong executive communication skills, including creating executive-level status reports and PowerPoint presentations.
Thriving in fast-paced, ambiguous environments.
