OVERVIEW

JST is currently seeking a Senior Program Manager to support our team.
This is a full-time position in San Antonio, TX that allows hybrid work 2-3 per week. JST offers a full benefit package, a collaborative work environment and strong company culture. Veterans and military spouses are encouraged to apply.

SR. PROGRAM MANAGER QUALIFICATIONS

  • Bachelor’s degree in engineering, computer science, mathematics, or related discipline
  • 12+ years of IT experience, with 5+ years in leadership roles for large IT programs (70+ FTEs) in DoD or other federal sectors
  • Expertise in leading and integrating diverse software development projects across various technology stacks and platforms using compliance and cybersecurity frameworks within federal government environments
  • Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification
  • Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), or comparable Agile certification from a recognized organization (e.g., Scrum Alliance, Scrum.org, SAFe)
  • Proficiency with Jira for project management

SR. PROGRAM MANAGER DESIRED QUALIFICATIONS

  • Proven success leading operational teams through modernization efforts using automation, analytics, or AI/ML technologies
  • Experience implementing continuous improvement strategies and executing corrective actions to meet program goals
  • Experience managing geographically distributed teams
Responsibilities
  • Leading day-to-day software development program operations, maintenance, and modernization of DoD HR systems spanning various technical stacks
  • Acting as the primary liaison to government stakeholders, aligning technical execution with mission priorities and contractual obligations
  • Applying expertise in IT software development management, predictive project planning, and agile delivery to balance priorities and meet key performance metrics
  • Overseeing and integrating efforts across multiple functional teams within a 150+ person program workforce
  • Coordinating resolution of technical and operational issues, including documenting problems, creating action plans, and facilitating cross-team meetings
  • Managing program financials, including budget planning, forecasting, and profitability oversight
  • Identifying opportunities for continuous improvement, innovation, and efficiency to meet mission objectives and drive cost savings
