POSITION SUMMARY

Odyssey Systems has an exciting opportunity for a Senior Program Manager providing support to Program Executive Office for Nuclear Command, Control, Communications Senior Leader Network Program Office Fielding Team. The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with an operating location at Kirtland AFB, NM. The NC3 Directorate’s mission is to provide support to the Program Executive Office (PEO), the Deputy Director, Deputy AFPEO NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs. It consists of an Executive Section, Engineering (EN), Financial Management (FM), Operations Management (OM), Information Protection (IP), Contracts (PK), Cyber, Logistics (LG), the Program Execution Group (PEG) and Intelligence (IN). This position resides in the Strategic Communication (NCS) Division, Senior Leader Network Program Management Office. The SLN PMO consists of a Fielding Team and Operations and Sustainment Team. The Fielding Team is responsible for deploying SLN Capabilities across multiple CONUS locations and interfacing with local personnel to coordinate site agreements and installation activities. The Sustainment Team is responsible for supporting all software, hardware, and network nodes to ensure Operational Availability of Mission Partner Networks to a diverse set of operational users. Both teams require program management support as well as systems engineering support to deliver, operate, maintain, and sustain these critical capabilities. This is a full time position located at Hanscom Air Force Base, Bedford, MA.

MINIMUM REQUIRED QUALIFICATIONS

Clearance: Must have and be able to maintain a Top Secret Clearance with SCI Eligibility

PREFERRED QUALIFICATIONS

Education: MA/MS Degree
Years of Experience: 10+ years of relevant acquisition experience with strong emphasis on
supporting fielding operations & activities.

Responsibilities

DUTIES INCLUDE, BUT NOT LIMITED TO:

  • Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02 Operation of the Adaptive Acquisition Framework, AFI 63-101/20-101, as well as knowledge of roles and relationships within the DoD and the Air Force.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition, sustainment, or modification programs.
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action.
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).
  • Plan, research, analyze, and assess system acquisition in terms of development, production, deployment and sustainment of weapons systems and associated equipment as well as formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives.
  • Support and develop acquisition and sustainment reports, including statutory and regulatory reports (i.e. Defense Acquisition Executive Summary (DAES), Monthly Activity Report (MAR), etc.).
  • Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews.
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
  • Understand the different funding types, budgets and the Central Asset Management (CAM) process
