Description
The Senior Program Manager, Response Operations plays a key leadership role within OPHP. This position oversees the Medical Intelligence Center (MIC) Duty Officer Program, coordinates management of OPHP’s emergency response tools, and maintains situational awareness of public health and healthcare system events. The Senior Program Manager supports MIC activations, prepares outgoing communications, and supervises staff engaged in response operations. This role ensures that OPHP maintains a constant state of operational readiness, working closely with the Associate Director of Emergency Operations and OPHP leadership.    Duties  * Lead the MIC Duty Officer Program, including onboarding, training, continuing education, SOPs/job aids, and quality assurance.  * Serve as the daytime Duty Officer (M–F); coordinate handoffs for after-hours Duty Officers.  * Maintain daily situational awareness of events impacting public health and healthcare; synthesize and disseminate information through OPHP protocols and channels.  * Draft and prepare planned event communications, alerts, and advisories for leadership review and dissemination.  * Coordinate the management and administration of OPHP’s emergency response technology platforms (communications, patient tracking, situational awareness tools, and MIC systems) in collaboration with OPHP leadership, including training, troubleshooting, and vendor/IT liaison.  * Support MIC activations for planned and unplanned events by assisting with planning and coordinating setup, staff assignments, and documentation under Associate Director leadership.  * Support after-action reviews (AARs) by gathering input, compiling documentation, and tracking corrective actions for Duty Officer and MIC operations.  * Supervise and mentor program staff supporting MIC and response operations.  * Prepare project reports, grant deliverables, and briefing materials related to MIC operations and Duty Officer readiness.  * Represent OPHP at city and regional coordination meetings on response operations, Duty Officer training, and technology platforms.    Core Competencies  * Ability to adapt to and support evolving emergencies.  * Strong situational awareness and communications skills.  * Familiarity with emergency response technology platforms and systems.  * Ability to supervise and mentor staff.  * Clear written and verbal communication in high-pressure environments.  Qualifications * BA/BS degree required; field related to emergency management, public health, or healthcare preferred.  * Minimum 4–5 years of progressively responsible experience in emergency management, public health preparedness, healthcare operations, or a closely related field.  * Equivalent combinations of education, training, and direct experience in emergency operations and program management may substitute for a degree in a directly related field.  * Demonstrated experience managing or supporting MIC/EOC operations, Duty Officer programs, or similar emergency response functions strongly preferred.  * Supervisory and/or team leadership experience required.  * Active pursuit of professional credentials (e.g., IAEM Associate or Certified Emergency Manager, FEMA Basic Academy) preferred.  * Strong organizational, written, and verbal communication skills.  * Advanced knowledge of MS Office Suite required.
