The Senior Program Manager will provide program oversight of a task order supporting operational intelligence integration and data-centric operations for customers across tactical, joint, interagency, allied, and coalition partners, including Army Service Component Commands (ASCC), Joint Task Force J-2s, and Combatant Commands. This position is contingent upon award expected summer 2026. Work is to be performed at Ft. Belvoir, VA. The ideal candidate must demonstrate qualitative and quantitative analytic skills, a strong understanding of research methodologies and approaches, experience within the IC community, and the ability to work independently with minimal oversight. Responsible for successful delivery of a program to a customer; or manage performance of a task or project as part of a larger program under direction of another PM. Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Define or contribute to the program baseline then execute the program to comply with baseline requirements. Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to SAIC leadership. Support business development and program staff management. PROGRAM EXECUTION: Identifies key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs. Identifies and analyzes significant variances, and establishes corrective actions. Responsible for overall execution and delivery as the sole PM on a Category 2 program with domestic or international funding. Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads. Provides guidance and direction to the internal cross-functional team. Develops program-specific processes, procedures, techniques, or tools. Requires systems engineering or detailed technical approach involving trade studies, risk mitigation or complex schedule. INDEPENDENCE: Reviewed by Customer Group (CG), Market Segment (MS), or other staff to assess objectives, impacts, relationships, synergy, and other program elements of similar or related programs. Primary interface for all program aspects and issues, program and account insight, and serious problem resolution. PERSONNEL MANAGEMENT OF PROGRAM STAFF: Possesses mature leadership and management skills and provides advice and assistance to other PMs. Provides strategic vision to the team. Escalates and resolves serious program issues. Provides significant input to MS on performance reviews, compensation-related actions, and staffing and hiring decisions. Participates with the MS in screening and interviewing potential hires. Resolves serious personnel issues in coordination with MS, HR, and Program Oversight. BUSINESS DEVELOPMENT SUPPORT: Develops or significantly contributes to a strategic BD plan to expand current account offerings. Develops or significantly contributes to re-compete capture strategy. Identifies potential buying agents for growth beyond current account and future related accounts. Identifies opportunity and account buying influences. Identifies tools and resources needed to enable repeatable and differentiated offerings and capabilities in identified investment areas. EDUCATION AND EXPERIENCE: Master's degree and 12 years of experience in intelligence operations OR Bachelors degree and additional 5 years of related senior experience Relevant experience must include work within the IC community in the last 2 years 5 years of demonstrated experience leading a team and managing work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination 2 years of demonstrated experience in managing complex projects and production schedules Ability to establish proper relationships with customers Experience in risk identification and mitigation on software and systems integration projects CERTIFICATION REQUIREMENT: Certified Project Management Professional (PMP) CLEARANCE REQUIREMENT: Possess a current TS/SCI clearance with ability to obtain a CI polygraph
