Description: CRG is seeking an experienced Senior Program Manager in support of the U.S. Army Senior Reserve Officer Training Cadet (SROTC) program located in Fort Knox, KY. The Program Manager (PM) serves as the primary point of contact for all performance and contractual compliance associated with a Nation-wide instructor based contract.The RM ensures contract compliance, oversees day-to-day field activities within assigned universities and colleges, supports instructor and staff performance, and acts as the primary interface with U.S. Army Cadet Command (USACC) leadership at the brigade and battalion levels within their assigned region.

REQUIRED QUALIFICATIONS

  • Master’s Degree required.
  • Minimum 10 years’ management experience with similarly sized nation-wide programs.
  • Prior experience supporting U.S. Army, ROTC, military training, education, or related government services preferred.
  • Demonstrated ability to manage contract performance requirements in a highly regulated environment.
  • Strong interpersonal and communication skills; ability to work effectively with military officers, contractors, and government officials.
  • Proven skills in employee coaching, mentoring, performance management, and problem resolution.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams).
  • Must be a U.S. Citizen and able to pass a background investigation suitable for CAC issuance .

PREFERRED QUALIFICATIONS

  • Familiarity with ROTC organizational structure, Army Cadet Command policies, or college-level military education programs.
  • Prior military service or military spouse/ROTC familiarity is highly desirable.
  • Knowledge of federal contract management processes.
Responsibilities
  • Serves as the single POC for all contract requirements.
  • Directly manages 6 individuals providing operations, administrative, and quality control functions for the program.
  • Indirectly manages a program of almost 300 personnel
  • Responsible for the sourcing, hiring, staffing, training and marketing of program activities.
  • Ensure uninterrupted contract performance and compliance with all Performance Work Statement (PWS) requirements.
  • Maintain regular communication with onsite Government representatives, including Professors of Military Science (PMSs) and Contracting Officer Representatives (CORs).
  • Oversees staffing operations: assist with recruiting, hiring, onboarding, and retention of Military Science Instructors and support staff across the 8 Brigades.
  • Ensure staff compliance with training requirements including Antiterrorism (AT), Sexual Harassment/Assault Response and Prevention (SHARP), and Instructor Certification (CFD-IC) programs.
  • Facilitate quality control checks, assist the Quality Control Manager (QCM) with field compliance inspections.
  • Act as the executive leader responsible for addressing employee issues, performance management actions, or customer complaints.
  • Maintain situational awareness of training schedules, ROTC program developments, and potential mission shifts impacting contract execution in the region.
  • Monitor staffing gaps and work with recruiting personnel to expedite backfill actions.
  • Ensure personnel in region comply with Government-Furnished Equipment (GFE) and Common Access Card (CAC) handling policies.
  • Submit timely and accurate monthly reports summarizing regional staffing, issues, and accomplishments.
