Job Title: Senior Program Officer, Colombia
Team: LATAM / Regional Programs
Location: Bogota, Colombia (kindly note all applicants must have confirmed permission to work)
Contract type: Fixed Term
Starting Annual Salary: $51,341 USD plus 10% pension contribution, international health cover, and attractive holiday allowances are additional to the salary (see full list of benefits below).

EXPERIENCE & TECHNICAL SKILLS REQUIRED

  • A minimum of 7 years directly relevant work experience in policy research or analysis, advocacy, capacity development and/or disciplined project management.
  • Ability to manage projects in an international development context.
  • Quantitative skills are highly considered
  • Effective in multi-cultural settings, with ability to operate in a challenging environment, juggling competing demands.
  • Experience translating strategy into project and research design; ability to think conceptually and strategically within a 2–3-year horizon.
  • Experience working on capacity building activities
  • Proven, strong organizational skills, including the ability to self-start, prioritize and proactively respond to evolving/ unfolding demands.
  • Broad understanding of the natural resource governance sector and the complex ecosystem that results in resource-rich countries failing to achieve sustainable development.
  • Able to initiate and develop strong, credible relationships and influence stakeholders at a project level.
  • Ability to manage resources and deadlines efficiently with minimum supervision.
  • Demonstrably strong customer focus, attention to details, high level of initiative.
  • Excellent Spanish language skills, both written and spoken; proficient in English.
  • Able to work with autonomy and in a virtual environment

EDUCATION & QUALIFICATIONS

  • Bachelor’s degree in relevant fields (development, social science, political science, economics, law, international affairs, etc.)
  • A graduate (Master’s) degree or equivalent work experience is desirable, particularly those degrees with a strong focus on quantitative and qualitative methods.
Responsibilities

ABOUT THE ROLE:

This position is of special importance to fulfil NRGI’s mission to support informed, inclusive decision-making about natural resources and the energy transition in resource-rich developing countries.
Regional Senior Programs Officers run specific projects that range from research, technical assistance, policy analysis and support, to capacity development like training and events. Senior Program Officers are designated to a region, sub-region, or country. With direction from their manager, they adapt projects and approaches to successfully bring about reform, adoption of leading practices, and better governance in their specific geography. This requires building productive relationships across government, civil society, private sector, and development partners. A solid understanding of donor and partner aspirations allows Senior Program Officers to help identify additional and new lines of work that make programs more effective.
Based in Colombia, the Senior Program Officer will report to the Colombia Country Manager and work closely with the rest of the Latin America team across Peru, Mexico, Bolivia, and Chile. Additionally, a significant part of their work will involve partnerships with reformers in civil society and government to design and implement just policies.
The Colombia Senior Program Officer should have the necessary skills to design and deliver policy advocacy and influencing initiatives, independently conduct and coordinate research and analysis for advocacy and effectively manage projects. Advanced skills in quantitative and qualitative research methods are paramount. Additionally, strong collaboration and teamwork skills, including the ability to work remotely, will be crucial for building relationships within the organization and with various stakeholders to advance NRGI’s research and advocacy agenda, as well as to contribute to other areas of work, such as donor reports.
