The MO HealthNet Division has an opening for a Senior Program Specialist (Standards and Project Coordinator) within the Information Services Business Systems Unit located in Cole County.
Semi-monthly salary: $2,818.19
Job Location: This position is located at the Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

This is a responsible and independent position that will be responsible for serving as the Standards Compliance Officer who will work in close contact with vendor and policy staff to implement system changes and address issues specific to compliance with transaction related standards. This position is responsible vendor management and will also be involved in any discussion and implementation of new modules to MHD.

  • Serve as a Change Request Coordinator specifically related to compliance:o Supervise 2 Program Specialists and a Benefit Program Senior Specialist that work primarily related to compliance with transaction related standards, and vendor management.o Track vendor tasks, research and resolve issues, and managed system change requests.o Schedule and lead various meetings to communicate with vendor and related entities regarding issues, questions, and coordination of system change efforts.o Coordinate testing and manage monthly system releases.o Vendor Management, Review and obtain approval of vendor deliverables.o Analyze change impacts across vendors, track Root Cause Analysis (RCA’s), and track Annual Deliverable Reviews
  • Serve as a System Modification Analyst and Project Coordinator on Change Request and larger complex projects:o Facilitate system modification and project requirement gathering, design, testing, and implementation.o Facilitate work group meetings, record meeting minutes, monitor and complete (as assigned) action items, report project status, key risks, and issues to leadership and facilitates decision making and resolution of issue.
  • Work independently meeting with management to discuss direction of projects; and/or receives general administrative direction.
  • Learn and adhere to agency administrative policies and procedures.
  • Acquire and maintain a thorough knowledge of available resources for research.
  • Acquire and maintain a thorough knowledge of all contracts managed by the Information Services Business Systems Unit.
  • Effectively communicate system related issues and resolution with division and vendor staff.
  • Attend and actively participate in required meetings.
  • Develop and maintain unit process manuals.
  • Assist supervisor with special projects as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

PREFERRED QUALIFICATIONS:

  • Working knowledge of project management principles and best practices is desirable.
  • Working knowledge of principles and approaches to managing system development and implementation projects.
  • Working knowledge of the agency’s functions and their interrelationships.
  • Expert ability to coordinate projects involving multiple organizations and/or groups.
  • Expert written and oral communication skills.
  • Expert ability to establish and maintain effective working relationships with stakeholders from all levels within multiple public and private organizations.
  • Ability to effectively identify, document, communicate, monitor, and resolve project risks and issues.
  • Training, certification, and/or education in leadership and continuous process improvement programs (e.g. Lean Six Sigma) is preferred.
