KNOWLEDGE REQUIREMENTS

  • Extensive knowledge of the principles of accounting, including general ledger, cost accounting, forecasting, and capital budgeting systems normally acquired though college level courses or significant equivalent experience.
  • Extensive knowledge of Company processes including budgeting, regulatory, and material procurement.
  • Basic knowledge with project hierarchy and code block formats.
  • Extensive knowledge of UI Planner and SAP and has the ability to comfortably navigate through various reports.
  • Working knowledge of project and program management, budgeting processes, work plan development, tracking, and variance analysis, including Earned Value (EV) analysis.
  • Working knowledge of T&D capital projects and programs.
  • Working knowledge of system planning, design, permitting, engineering, and construction practices.

EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Finance or Accounting required.
  • Master’s degree in Business Administration is highly desirable.
  • Project Management Professional (PMP)® certification by the Project Management Institute (PMI) is highly desirable.
  • Extensive (8+) years experience as a senior analyst or analyst, preferably within the electric utility industry.
  • Multiple (5-7) years of analytical experience working with small to large engineering/construction projects desirable.

Responsibilities

Supports the coordination of work across multiple divisions as part of the asset strategy investment planning process. This includes but not limited to: inputting of projects and programs into the Company portfolio for review and approval, end of year reviews to ensure that budgeted goals and investment outcomes are achieved for the investments made, and ensuring all processes are consistent with the established strategies through the use of Key Performance Indicators (KPIs). Supports the execution of budget development, work planning, prioritization, initializations, and decision-making process for review and approval by an executive oversight committee.

  • Monitoring and Control
  • Accurate and timely tracking and reporting of actuals versus forecasted information, and work performed for monitoring and decision-making purposes.
  • Analyzing data for the prioritization of projects and programs for business planning and execution.
  • Accurate and timely analysis of project initialization indicators such as cost, schedule and risk to support Project Managers (PMs) and Department Manager to effectively initialize projects/programs within the portfolio approved by an executive oversight committee in the capital budget.
  • Provides support by configuring, managing, and using project management tools, methodology, and information systems to support PMs from conceptualization/inception through scoping, budgeting, scheduling, risk identification, and project/program initialization.
  • Identifies resources for setting up projects for initialization, estimating, scheduling, and accounting systems, and for monitoring, analyzing, and reporting project initialization progress and performance against approved budgets and milestones at the process area level;
  • Investment Planning:
  • Supports the development and implementation of the annual and long-term (5-10 years) T&D capital budget, through the collaboration with other departments across the company to achieve goals and performance levels through:
  • Assisting with the identification and validation of projects and programs including the scope, schedule, and financial justification approved for implementation.
  • Coordinating the determination of the budget allocations for other divisions;
  • Assisting in the development of the initial asset strategy portfolio for prioritization;
  • Assisting in the determination of whether the investments made, and strategies realized meet expected performance levels and master plan goals;
  • Coordinates, prepares, and presents financial analyses for activities related to capital expenditures projects and programs.
  • Assists with the coordination between Finance, Energy Delivery, Project Initialization, and other divisions to ensure the T&D capital budget is coordinated and aligned with projects and programs that support the asset strategies, as well as corporate strategic goals, priorities, and business plans.
  • Project Initialization:
  • Develops project scope, schedule, and costs to initialize projects to assist and support Operations Planning & Construction Management PMs, Conceptual Engineering, and Engineering (within EDP and P&T) with their associated project initiation, and planning responsibilities. Configures and manages project information and management systems including development of project hierarchies, opening projects and subprojects, establishing work orders, setting up SAP, UI Planner and work management system interfaces, and creating MS Project schedules.
  • Accounting Practices, Policies, and Guidelines
  • Provides technical accounting expertise, work direction, and review. Coordinates, prepares, and updates T&D capital forecasts. Identifies and resolves problems so that customer relations and work deployment can be optimized. Analyzes and prepares management reports to assist in developing forecasts, monitoring and tracking costs, and interpreting cost data. Develops, administers, and implements strategies to enhance division efficiency, quality of service and customer satisfaction.

    • Supports monthly budget and work plan meetings to review work product realization, and scope, schedule, and cost variances. Supports coordination of review and approval with executive oversight committee. Develops presentation materials appropriate for the audience. Presents at internal and external meetings.


    • Reviews accounting practices to ensure compliance with Management Accounting policies and guidelines, including monthly, quarterly, and year-end closings and accruals.



      • Manages and updates UI Planner and SAP to ensure timely and accurate reports. Develops, automates, generates, monitors, and analyzes project cost and progress information, and reports. Maintains UI Planner capital budget files.

      • Investment Planning:
      • Supports collaboration efforts and to analyze and summarize the asset strategy and T&D budget information into cohesive reports with explanations for all significant asset strategy results along with correlating budget and/or schedule actual versus planned variances in a timely manner. Supports the T&D capital budget prioritization and executive oversight committee processes. Drives for commitment and ensures work products and budgets are updated accordingly.
      • Project Initialization:
      • Develops and prepares project initiation related information, reports, and analysis, and presentations to assist and support PMs in initializing and/or authorizing projects into the capital budget; and ensuring compliance with internal and external financial requirements, regulations, and approvals (e.g., SOX, SEC, etc.).
      • Financial Analyses & Reporting:
      • Identification of emerging financial trends in actual data and upcoming forecasts in correlation to work performed.
      • Provisioning of appropriate financial information necessary to support regulatory dockets including rate case testimony, exhibits and workpapers.
      • Coordination to ensure that team complies with all corporate and governmental reporting requirements.
      • Investment Planning:
      • Assists in obtaining and analyzing financial information for regulatory proceedings, including all company rate cases, for respective process area witnesses to prepare their testimonies, exhibits, and workpapers. Develops and prepares reports, analysis, and presentations to support the initialization and/or authorization of projects into the capital budget; and ensures compliance with internal and external financial requirements, regulations, and approvals (e.g., SOX, SEC, etc.) Ensures SOX controls and reports are signed off and completed timely.
      • Project Initialization:
      • Develops, automates, generates, monitors, and analyzes project cost and progress information and reports to support PMs in managing project initialization budgets and schedules and in complying with all project reporting requirements—internally and externally. Monitors and manages UI Planner and SAP updates to ensure timely and accurate project reports and analysis. Tracks status of project and assists PMs in following up with leads to help keep project initialization activities on schedule and within budget.
      • Develops, automates, generates, monitors, and analyzes details and cost information related to renewable projects to be used in various locations (e.g., Public hearings, responses to IRs, Hawaiian Electric website, etc.).
      • Management Coordination:
      • Organization and development of documents and procedures and any other department processes.
      • Supports PMs to drive efficiency through the utilization of standardized T&D engineering design and materials. Assists PMs and works with the Conceptual Engineering Department and other internal departments to ensure that work initiated is supported by purchasers and suppliers that provide materials and equipment consistent with design specifications and technical requirements.
      • Assists with the development, monitoring, analyzing, and tracking of metrics to track project progress and performance, including performance-based metrics and KPIs for the division and process areas as needed.
      • Other Responsibilities:
      • Participates on system- and computer-related taskforces and is the department coordinator for all company-wide information systems and computer applications (e.g., SAP, UI Planner, SharePoint, etc.). Manages and updates department SharePoint site.


        • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
