Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position. Organizational Context and Scope Papua New Guinea (PNG) has identified overseas labour mobility as a key pathway to expand employment opportunities, strengthen skills development, and improve household incomes. Labour mobility is coordinated by the Labour Mobility Unit (LMU) within the Department of Treasury and implemented through a decentralised system of Regional Recruitment Hubs. Strengthening systems that support safe, well-managed migration across the full mobility cycle, including preparedness, worker welfare, and sustainable reintegrationm remains a key Government priority, led by the Labour Mobility Unit (LMU) in coordination with national stakeholders and partners. In this context, IOM provides technical assistance, capacity strengthening, and operational support to Government counterparts to advance labour mobility initiatives in Papua New Guinea. This includes support to institutional coordination under the leadership of the LMU, reintegration analysis and planning, development of training approaches, and strengthening systems that promote sustainable outcomes for returning workers and their families. Under the direct supervision of the Chief of Mission, and in close coordination with national counterparts, the incumbent will provide administrative, coordination, and operational support to IOM’s labour mobility and reintegration programming, contributing to effective implementation of activities, strengthened collaboration with the LMU and partners, and alignment with national priorities and evolving labour mobility initiatives.
