Title: Senior Project Manager/Analyst
Work Remote with occasional (once or twice a year) visit to Washington, DC
Term: Fulltime
Objective:
Support the routine and ad hoc analysis, assessment and reporting of the government’s acquisition management, oversight, and governance activities in accordance with the Government’s statutory obligations of 41 U.S.C. § 1702.

Responsibilities:

  • Provide routine project/program support including but not limited to developing and implementing methods to plan, execute, monitor, and report the status of the activity. communicate and collaborate with the Government and as needed, other vendors’ employees, to document project requirements, plans, processes, reporting methodologies, and tools. This may require individual meetings, working groups, written communications, and various ad hoc communication strategies. Project-based work products shall be maintained for currency and accuracy and remain available for review and input by project stakeholders.
  • Support the development, collection, maintenance, review, and assessment of operational and programmatic data to support Government decisions and transparently communicate operational performance. This includes performance data regarding the performance of the Department’s acquisition program portfolio, governance activities, and other measures of PARM’s mission essential functions. Work is typically performed at the senior level requiring personnel possess a thorough understanding of foundational program/project management principles, and senior level understanding and experience regarding data collection, analysis, and reporting methods.
  • Based on stakeholder input, identify and plan the requirements for operational or acquisition program performance data analytics including the activities to be reported, methods and frequency of collection, and methods and frequency of reporting.
  • Execute approved plans to regularly collect and report data. Data is required to be presented to the Government in professional, accurate, reliable, and easily digestible displays that includes trend analysis, outliers, and other analysis to support the Government’s execution of its mission essential functions.
  • Coordinate with Government stakeholders on a regular basis to evaluate the effectiveness of operational and programmatic performance data analytics and provide recommendations that support informed decisions, effective operations, and cost efficiencies.
  • Support the review and analysis of government major and non-major acquisition programs in alignment with government directives, instruction, and industry best practices for the management of scope, cost, schedule, and risk. This includes the review of program artifacts, briefings, meetings, communications from respective program offices and other subject matter experts, and source system data resulting in written comments, recommendations, and similar products for the Government.
  • Support the development of memoranda and other written products documenting the decisions of Government oversight officials and requisite actions required of the Department’s acquisition programs to effectively plan, execute, and report program activities.

Qualifications:

  • Bachelor’s degree in business administration or similar field.
  • Minimum of eight (8) years of experience overseeing cost, schedule, and performance requirements of a major acquisition program or a project within a major acquisition program, including the supervision of personnel.
  • Current Project Management Professional (PMP), FAC-P/PM or DAWIA PM certification is required
  • Must be eligible for and maintain a Secret security clearance; must qualify for a government-issued ID badge (PIV card)
