Please visit our website: www.turnerandtownsend.com Job Description The Senior Project Manager/Associate Director will provide effective project management leadership for government infrastructure projects by planning, coordinating, and delivering works in compliance with regulatory, safety, and stakeholder requirements. The position contributes by ensuring projects are executed efficiently, risks are managed proactively, and client expectations for quality, schedule, and cost are met from early engagement through to delivery. Plan, manage, and deliver government infrastructure projects in accordance with approved scope, schedule, budget, and quality standards. Coordinate and lead project teams, consultants, contractors, and stakeholders to ensure effective execution and timely decision‑making. Liaise closely with public sector clients (e.g. CAG, URA, JTC) to manage requirements, approvals, reporting, and stakeholder expectations. Ensure full compliance with regulatory, safety, and statutory requirements, including PSSCOC, WSH, and government project guidelines. Identify, assess, and manage project risks, issues, and changes, implementing mitigation measures to minimize impact. Monitor project progress, cost control, and resource utilization, providing regular updates and reports to management and clients. Oversee contractor performance and coordinate procurement, tendering, and contract administration activities where required Qualifications Recognized degree in Project Management, Engineering, Architecture, or related discipline. 8–10 years’ project management experience, preferably in government or public‑sector infrastructure projects. Valid PSSCOC with strong knowledge of WSH and statutory requirements. Proven experience managing project planning, cost, schedule, risk, and stakeholders. Familiarity with Singapore authority processes and regulatory frameworks. Strong leadership, communication, and coordination skills. Preferred experience working with CAG, URA, JTC, LTA, PUB or similar agencies Professional, mature, and composed, with confidence in public‑sector environments. Proactive, accountable, and able to work independently with minimal supervision. Strong communicator with the ability to engage senior stakeholders tactfully. Organized, detail‑oriented, and resilient under regulatory and schedule pressure. Collaborative team player with a hands‑on but structured working style. Primary interface with government clients and authorities Works closely with consultants, contractors, and internal project teams. May supervise or mentor graduate Project Manager / Assistant Project Manager / Project Manager depending on project scale.
