Job description:
We are seeking an experienced IT Project Manager to lead the technical operations and modernization efforts for the Peace Corps Government (PCGOV) website infrastructure. The ideal candidate will bring a minimum of 10 years of project management experience within federal IT environments, with a strong track record of delivering compliant, secure, and scalable web and cloud-based systems. This role demands expertise in federal compliance frameworks such as FISMA, NIST SP 800-53, and FedRAMP, along with hands-on experience managing CI/CD pipelines and Agile development practices.

MANDATORY EXPERIENCE:

  • 10+ years of experience in IT project management focused on federal web or cloud-based systems.
  • Proven success managing projects in compliance with FISMA, NIST SP 800-53, and FedRAMP standards.
  • Strong background in Agile methodologies and DevOps/CI-CD environments.
  • Experience managing cross-functional technical teams and coordinating with federal stakeholders.
  • Solid understanding of AWS infrastructure and security operations in a federal context.

PREFERRED QUALIFICATIONS:

  • PMP, PMI-ACP, CSM, or equivalent Agile certifications.
  • AWS Cloud Practitioner or higher-level AWS certification.
  • Experience supporting Peace Corps or similar federal agencies.
  • Familiarity with federal IT governance frameworks and reporting protocols.

Responsibilities
  • Lead modernization and operational efforts for the PCGOV website infrastructure.
  • Coordinate closely with internal stakeholders and the Contracting Officer’s Representative (COR) to ensure sprint objectives align with business priorities.
  • Ensure timely and accurate submission of contractual deliverables such as:
  • Status Reports
  • Plan of Action and Milestones (POA&Ms)
  • Vulnerability Reports
  • Security Documentation
  • Oversee a 24/7 help desk operation, ensuring incident response timeframes are met (15-minute acknowledgment per SLA).
  • Manage contractor team performance across tracks including AWS, Security, and DevOps.
  • Develop and maintain project plans, sprint schedules, and resource allocations in alignment with Agile/DevOps best practices.
  • Facilitate sprint planning, backlog grooming, user story reviews, and release coordination across development and security teams.
  • Ensure adherence to Peace Corps MS 542 policies and relevant federal compliance standards.
  • Lead risk management, contingency planning, and system contingency testing for the PCGOV information systems.
  • Maintain detailed records of project documentation, including change management logs, and coordinate with COR and other stakeholders.
  • Proactively identify risks or bottlenecks and implement mitigation strategies to ensure project and compliance success.
