The City of Toronto’s Court Services Division provides administrative and support services to the public using the Provincial Offences Courts in Toronto and three of the City’s adjudicative boards: Administrative Penalty Tribunal, Toronto Licensing Tribunal and Toronto Local Appeal Body.
Reporting to the Executive Director Court Services, the Senior Project Manager will lead complex multi-year technology and modernization projects for Courts Services. They will provide advanced project and stakeholder management, change management, technical expertise and consultation services in support of divisional projects and programs.

KEY QUALIFICATIONS

  • Post-secondary education/training in project management, business or public administration, service design or related field or an equivalent combination of education and experience. Project management certification is an asset.
  • Considerable experience in large scale project management with an in-depth knowledge of project management methodologies, including agile and hybrid.
  • Considerable experience initiating, leading and implementing progressive change for the purposes of re-designing and/or streamlining technology solutions, and transforming strategic business plans, services, business processes, policies and procedures.
  • Considerable multi-stakeholder management experience, inclusive of designing and leading stakeholder engagement sessions, with the ability to balance political, organisational and stakeholders’ interests.
  • Experience in procurement procedures, vendor selection, contract negotiations/document preparation, and vendor and contract management.
  • Proficient in preparing comprehensive reports, business cases, briefing notes, presentations and applying relevant information to support business analysis and decision making.
  • Excellent teamwork, planning and organizational skills to prioritize multiple projects, work with cross-functional teams, and set clear directions.
  • Excellent communication skills to establish effective working relationships and work with both technical and non-technical project teams.
  • Strong analytical, problem solving and conflict resolution skills with the ability to develop and recommend effective solutions.
  • Proficient computer skills to use office systems and collaboration platforms. (e.g., MS Office, Visio, MS Project, Confluence, JIRA).
    Knowledge of a variety of legislation related to the field, including the Occupational Health and Safety Act.

Responsibilities
  • Provides lead project management and strategic advice for all key activities to deliver on project and program goals in a complex municipal environment.
  • Manages all stages of project lifecycle and assigned projects, including the project charter, project plan and schedule, budget, risk management, issue management, change management, resource management, quality review and best practices.
  • Leads, develops, and monitors performance measures to report on progress, and recommends policies and procedures regarding program specific requirements.
  • Establishes and coordinates the work of multidisciplinary and inter-divisional project teams and working groups, as required, including the scheduling, assigning and reviewing of work.
  • Ensures effective cross-divisional teamwork and communication, high standards of work quality, and organizational performance and continuous learning.
  • Leads, participates in or oversees the preparation of various formal contractual documents, such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), Information Technology Authorization Procurement Plan (ITAPP), Statement of Work (SOW), Memorandum of Understanding and Service Level Agreement (SLA).
  • Evaluates and makes recommendations on the development of program operating and capital budgets and ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Engages and manages relationship with internal and external stakeholders, including City divisions, corporations and agencies, staff, municipal partners, provincial partners and other key project stakeholders.
  • Advises and responds to requests from senior management, Division Heads and project sponsors on project issues, status and technical matters.
  • Liaises with vendors and consultants on assigned projects, execution of agreements and contracts and ongoing contract management.
  • Contributes to the overall change management leadership required to implement organizational changes, re-engineered or new processes, new technologies, etc.
  • Conducts research into assigned project areas, taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Maintains awareness of developments and advancements in the areas related to projects and programs, and researches best practices, policies and procedures.
  • Produces reports and regularly updates documentation on project initiatives, including briefing notes, business cases, presentations, media content.
  • Organizes and delivers presentations to City Council and its Committees and/or senior management, and at conferences, seminars and events, as required.
  • Represents the Division and/or inter-divisional project team regularly at meetings, working groups, and standing committees.
  • Adheres to the principles of Project Management Institute (PMI) and PMI’s Code of Ethics and Professional Conducts to develop and organize project protocols.
  • Ensures compliance with the Ontario Occupational Health and Safety Act (OHSA) and other relevant codes and regulations and City policies.
  • Ensures excellent customer service to internal and external stakeholders.
