JOB DESCRIPTION
The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.
The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy.
We will deliver the Government’s three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.
Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty’s Treasury (HMT).
PERSON SPECIFICATION
We are looking for a Senior Project Manager specialising in Change Control to play a pivotal role in driving and overseeing change control processes within a complex, multi-departmental Programme. You will provide tactical direction, ensuring the successful design, implementation, and adoption of change management frameworks, tools, and best practices.
This role requires strong stakeholder engagement, working closely with senior leaders, governance bodies, and change forums to ensure alignment and compliance with change control strategies.
Additionally, you will provide supervision to the change control team, direction and oversight. Reporting Management of Change Control to the respective Team & Operational Leads. Ensuring effective governance, impact assessment, and approvals while supporting business transformation. You will have expertise ensuring that change is managed smoothly, risks are mitigated, and the Programme remains on track to achieve its objectives.
Key Responsibilities include but not limited to:
• Provide strong and visible coordination in a complex, multi-departmental environment, engaging effectively with senior leaders to drive change requirements.
• Develop and advocate a clear vision for change control management, establishing best practice standards, tools, and processes to ensure consistency and effectiveness. Alignment to project profession and the commercial standards for compliance and control.
• Drive the design and implementation of the Programme Change Control Strategy, including the Programme Product Tracker, Quality Management Strategy, and Configuration Management processes to support successful change delivery.
• Manage and refine the Programme’s change control strategy and processes, ensuring impact assessments, approvals, and compliance with Matrix governance requirements.
• Change Control should be implemented in the planning, monitoring, and management of deliverables, ensuring effective collaboration between suppliers and the delivery team.
• Drive effective change control, collaborating with the Team & Operational Leads to deliver key messaging around change control initiatives
• Provide supervision and direction to the change control team, fostering development and ensuring the successful execution of all change control activities across the Programme, leading discussions with suppliers on change control, and leading change requests and development of impact assessments.
QUALIFICATIONS
Formal Change Management Certification – Qualifications such as Prosci, APMG Change Management, or ACMP Certified Change Management Professional (CCMP) or have significant experience as a Senior Project Manager in a Change Control setting.
