KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of engineering and/or architecture principles, construction practices, engineering and construction methods, building structures, mechanical and electrical systems, and civil site works and infrastructure, acquired through a degree in applied sciences, engineering, or architecture, plus progressively responsible related experience in engineering and/or architectural design and project management, contract law, and budget preparation and monitoring, with increasing responsibility for complex projects and related resources.
- Membership or eligibility for membership as a Professional Engineer with the Professional Engineers of Ontario; or registration or eligibility for membership as an Architect with Ontario Architects Association.
- Knowledge of and ability to comply with policies, procedures, collective agreements, related legislation (e.g., construction, health and safety), building codes, Fire Marshall and insurance regulations; safety standards; and standard construction agreements.Analytical, organizational, problem solving, and continuous improvement skills to plan and develop objectives and determine goals for capital programs; organize and coordinate projects; and determine workload.
- Leadership, communication, negotiation, and human relation skills to supervise, train, develop, motivate, and support staff; administer contracts with contractors and consultants; resolve conflict; communicate with all levels of staff; prepare and conduct presentations to the public, politicians, and senior staff; and participate as an effective team member.
- Ability to read and interpret policy and procedure manuals; engineering, architectural, and technical journals; design specifications; contracts; reports; legal documents; correspondence; and collective agreements. Ability to write technical reports to committees, Council, and Police Board; project correspondence, reports, contracts, and agreements for consultants, contractors, staff, the media, and the public.
- Computer skills with ability to use software such as Microsoft Office, computer aided design (CADD), building automation systems, and project management software.
- Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours.
- Ability to work some evening and weekend hours as needed for call-outs on construction sites to respond to site emergencies or to avoid delays; inspect work; and attend public information sessions/meetings.
- Ability to travel within and outside Waterloo Region.
- Ability to support and demonstrate the Region’s values.
