Would you like to join the leading international intergovernmental organization? Under the direction of the Head of NDWC Project Management, and in coordination with the Chief NDWC as the typical Project Executive, the Senior Project Manager will operate with considerable autonomy and initiative. The incumbent is responsible for the end-to-end management of complex Communication and Information Systems (CIS) projects within the NATO Communications and Information Agency (NCIA). This encompasses initial phases (e.g., IFB, Price Proposals), planning, cost estimation, implementation, and final delivery, ensuring alignment with NATO strategic objectives, NCIA directives, and PRINCE2 methodology. Responsibilities: Project Delivery: Manage the time, cost, and quality of all facets of assigned complex projects from initiation to closure. Requirements Management: Coordinate with customers to capture, analyse, and manage project requirements effectively. Team Leadership: Manage, motivate, and guide project team(s) through clear direction, delegation, and support. Methodology Application: Apply standard project management techniques in accordance with PRINCE2 (e.g., change control, risk/issue management, configuration management). Planning & Reporting: Develop, maintain, and report on detailed project plans using ServiceNow, ensuring compliance with NCIA Directives and P3M best practices. Resource Management: Identify, plan, and allocate resources to meet milestones; initiate corrective actions as necessary. Financial Control: Utilise the Enterprise Business Application (EBA) to monitor project financial status and execute duties within NCIA Procure-to-Pay processes. Progress Monitoring: Control project progress to ensure adherence to approved budget and timelines. Stakeholder Engagement: Sustain effective communication with internal and external stakeholders, including provision of briefings and organisation of meetings with NCIA Senior/Executive management. Reporting: Provide accurate and timely inputs to various Agency reports. Best Practice Compliance: Apply NCIA and P3M Best Practice guidance consistently. Liaison: Maintain liaison with other Project/Programme Managers to ensure the integrity and coherence of NATO CIS systems and capabilities. Customer & NATO Relations: Maintain close contact with NCIA customers and appropriate levels of NATO bodies (e.g., ACO, ACT) involved in CIS processes. Representation: Represent NCIA in assigned NATO committees, steering groups, and boards as required. Essential Qualifications & Experience: A Bachelor's degree with 8 years post related experience. A recognised project management qualification, such as Prince2 Practitioner, Managing Successful Programmes (MSP), Project Management techniques based upon PMI Knowledge area or Agile. The lack of formal project qualification may be compensated by the demonstration of expertise in the domain. Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems. Proactive attitude in seeking and maintaining trust from stakeholders. Proven ability to communicate effectively orally and in writing with strong briefing and presentation skills. Demonstrable skills with accountability for both successes and failures with project deliverables, customer satisfaction, resource management, procurements and financial management. Desirable Experience and Education: • Recent experience of Project Management with major communication and/or command and control/management information system at the NCIA or NATO entity. • Extensive experience with project planning toolsets, preferably Service Now. • A recognised Service Management qualification (such as ITIL Foundation, ITIL specialist courses). • Experience in cloud infrastructure deployment, user and application migration projects (IaaS, PaaS, SaaS) and transition of projects to services and operations. • Experience and certification in Agile Project Management (Agile PM, Scrum) If you've read the description and feel this role is a great match, we'd love to hear from you!
