Description

We are seeking an experienced Senior Project Manager to lead a series of high-impact initiatives focused on modernizing processes, systems, and technology within a property assessment environment. The successful candidate will be responsible for delivering short-term (three-to-six-month) outcomes, driving projects through their full lifecycle, from initiation and planning to execution and close-out. This role involves defining project scope, sequencing activities, coordinating cross-functional technical and business teams, managing risks, and ensuring on-time, on-budget delivery of high-quality results. The ideal candidate will bring at least five years of experience managing IT system-related projects in both Agile and Waterfall methodologies, strong communication skills with senior stakeholders, and a recognized project management certification (PMP, PMI-ACP, PRINCE2, or equivalent). Experience in property appraisal, mapping, or tax policy, along with knowledge of tools such as Azure DevOps, Clarity, or Remedy, will be considered strong assets. QUALIFICATIONS

  • University degree in Business Administration or Information Technology, or a related College diploma with equivalent experience.
  • Minimum 5 years of experience planning and leading IT system-related projects through full lifecycles using both Agile and Waterfall methodologies.
  • Excellent written and verbal communication skills in English.
  • Experience delivering a full IT transformational project.
  • 5+ years working with cross-functional technical and business teams, including internal and external stakeholders.
  • Strong experience presenting and communicating with senior-level stakeholders.
  • 2+ years supporting initiatives related to property appraisal, property mapping, or property tax policy.
  • Familiarity with project portfolio management and technical tools (e.g., Clarity, Azure DevOps, Remedy).
  • Current PMP, PMI-ACP, PRINCE2, or equivalent project management certification.
  • Public sector project experience in Canada.

Responsibilities
  • Define project scope, requirements, and deliverables in collaboration with stakeholders.
  • Develop and execute project plans, accounting for timelines, resources, and costs.
  • Lead discovery sessions, document requirements/user stories, and organize work into sprints.
  • Facilitate Agile ceremonies, project scrums, and status/steering committee meetings.
  • Manage scope, time, cost, quality, risks, communications, and resources throughout the project lifecycle.
  • Monitor progress, report status, and provide updates to leadership and stakeholders.
  • Identify risks and resistance, creating mitigation strategies to ensure project success.
  • Ensure on-time, on-budget delivery of high-quality outcomes.
