The Projects, Planning and Delivery Team (PPD) forms part of HMRC Estates & Locations Programme. The team takes commissions from HMRC businesses and Estates Change Gateway to develop, plan and deliver projects including, but not limited to, rationalisation of office space, structural changes, building fabric and M&E lifecycle upgrades, clearance, and disposal of buildings across the HMRC estate and Estates/Building related digital change.
The Senior Project Manager has day-to-day management responsibility for assigned projects and change activities. These contribute to HMRC’s strategic goals and provide regulatory compliance in terms of safety standards and design parameters.
As senior manager and Leader they also apply knowledge in a broad range of complex management activities with considerable responsibility and accountability for the delivery of business results.

JOB DESCRIPTION

The Senior Project Manager is responsible for leading and the effective management and delivery of the large/medium sized and/or complex estates, building related and/or construction projects assigned to them and their team – from feasibility and assessment through to business case, customer /stakeholder engagement, commercial strategy, delivery and handover/closure.
All projects must comply with appropriate regulatory standards including CDM; must deliver to time, cost and quality parameters and achieve outcomes which deliver the business benefits defined in the business case.

Responsibilities

RESPONSIBILITIES

  • Manage project schedule, budget, and quality at all stages of the project lifecycle.
  • Engage and collaborate with a diverse range of stakeholders, including senior managers, technical specialists, and building occupants.
  • Report project progress and activities to key stakeholders, ensuring transparency and accountability.
  • Develop feasibility and assessment studies to support informed decision-making.
  • Commission and manage external professional services and contractors, ensuring compliance with construction regulations, including CDM.
  • Foster a high-performing project team environment within a matrix operating model, driving engagement, collaboration, and effective stakeholder management.
  • Lead project meetings and represent Principal Project Managers when required.
  • Ensure key project milestones and associated documentation meet HMRC standards and are delivered on time.
  • Manage risks, issues, assumptions, dependencies, change control, planning, lessons learned, communications, and reporting processes effectively.
  • Influence decision-making at senior levels through strong leadership and strategic thinking.
  • Oversee multiple dependencies, including financial planning, construction, IT, telephony, workspace moves, building disposal, and commercial tendering.
  • Act as a Subject Matter Expert (SME) on behalf of the PPD team for broader HMRC initiatives.
  • Potentially manage Higher Officer (HO) and Band O Project Managers, as well as external suppliers and consultants.
