JOB SUMMARY

This position is responsible for the planning, design and construction of complex municipal projects. It involves the supervision and direction of professional and technical project engineering staff.

QUALIFICATIONS

  • Degree in engineering, construction or project management, environmental science or related field.
  • Seven to nine years of progressively responsible experience, preferably related to environmental engineering, soils management or construction.
  • Ability to analyse data, identify underlying issues/problems and implement required changes.
  • Ability to prepare and present complex technical reports, both verbal and written.
  • Ability to communicate effectively orally and in writing.
  • Knowledge of generally accepted project and construction management, accounting, budgeting and financial procedures.
  • Ability to plan, direct and supervise the work of professional and technical support staff.
  • Ability to establish and maintain effective working relationships with the public, contractors and other civic staff.
  • Ability to negotiate and resolve disputes.
  • A Class 5 Driver’s licence and vehicle suitable for use in the performance of duties is required.
    Weekly Hours: 36.67
    Salary Range: $95,473.92 to $112,058.88 CAD per hour or per annum (2023 rates)
Responsibilities
  • Manages projects involving the planning, design, and construction of soils handling capital projects.
  • Develops operating strategies to manage soil inventory, including options for removal of excess inventory and handling of impacted soils.
  • Communicates with other Departments and Divisions within the corporation to coordinate programs and objectives related to municipal construction. Manages stakeholder engagement and approvals.
  • Conducts siting and operating studies and environmental investigations, including preparing reports and making recommendations.
  • Recruits consulting services when required. Prepares detailed project definitions and scopes of work and reviews proposals for consultant selections. Makes recommendations and administers consultant agreements. Provides professional design and construction management services to other Divisions and civic Departments as required.
  • Reviews designs submitted by consultants and contractors to ensure compliance with established standards.
  • Assists with preparing capital budget options, including providing cost estimates. Assists with applications for grant funding from other orders of government.
  • Negotiates and secures approvals from Civic, Provincial and Federal regulatory agencies to meet project requirements.
  • Prepares and reviews detailed designs, material and construction specifications, cost estimates, schedules, contract documents, tenders, bid evaluations, progress and variance reports, project payments and summaries for a variety of municipal engineering projects, primarily related to soil/material handling facilities.
  • Administers all aspects of consulting and construction contracts on behalf of the City and ensures compliance with contractual requirements, local, provincial and federal ordinances and occupational health and safety regulations. Conducts periodic reviews of construction work in progress. Ensures that projects are completed within projected schedules and budgets and provides completion and final construction certificates on behalf of the City.
  • Trains, supervises and directs the activities of professional and technical staff engaged in design and project administration. Monitors, evaluates and reports on performance of support staff.
  • Reviews and assists in developing programs to standardize and improve internal project management systems, document controls, financial reporting, and quality assurance/quality control.
  • Develops and maintains liaison with other agencies, the general public, contractors and other civic departments and in the course of planning and administering construction projects.
  • Provides support in the absence of the Senior Operations Engineer or Engineering Manager.
  • Performs other related duties as assigned.
