Designing, building and keeping these assets in good repair is the responsibility of the Capital Projects, Design & Delivery branch.
Reporting to the Director of Capital Projects Design & Delivery, and collaborating closely with Program Managers in the Branch, and other stakeholders, the Senior Project Manager will lead special projects and initiatives to support the Director and project delivery.

KEY QUALIFICATIONS:

• Post-secondary education in Project Management, Business Administration, Architecture, Engineering or a related field, and/or an equivalent combination of education and experience. Relevant professional licenses and PMP certification are considered assets.
• Extensive experience delivering concurrent high value, complex and varied projects from inception to completion.
• Considerable experience in design and construction of parks, facilities, trails, various sports courts (e.g. hard court, aquatic or ice), parking lots, underground infrastructure and reviewing and/or preparing wide variety of specifications for equipment, structures, products, materials, and finishes.
• Considerable experience in municipal procurement including preparing Request for Proposals for professional services and construction Rosters, blanket contracts, and tenders. Sound understanding and experience of procurement approaches.
• Superior analytical, interpersonal, problem solving, and conflict resolution skills, with the ability to navigate complex situations and deliver effective solutions.
• In-depth knowledge of relevant approvals, permits, acts and regulations, including but not limited to building permits, site plan approvals, building code, legal easements, TSSA, Construction Act, AODA Act, Planning Act, Occupational Health and Safety Act.
• Ability to travel to various City of Toronto sites and locations.

• Leads the development of Divisional parks and recreation standards, specifications and guidelines that impact the quality, functionality, and consistency of parks and recreational infrastructure across the city. This involves leading the development, implementation, and continuous improvement of design and construction standards, technical specifications, and best practices for a wide range of assets including parks, trails, playgrounds, sports fields, ice rinks, pools, finishes of community recreation facilities and other aspects.
• Works closely with landscape architects, engineers, planners, operations staff, and external consultants, to ensure that all park and recreation projects reflect principles of design excellence, accessibility, sustainability, safety, and inclusivity.
• Researches industry standards and development to ensure use of best practices and that legislative requirements are met.
• Conducts workshops with divisional staff and project leads to review and refine draft standards and specifications, ensuring alignment and securing endorsement from stakeholders.
• Engages and consults with internal and/or external stakeholder groups throughout the project lifecycle facilitating internal workgroup meetings to ensure opportunities for input.
• Develops project statements, detailed work plans, project charters, governance structure, schedules, budget, and staff resource plans and training material to support the Project Management Framework for new processes and procedures to ensure a common methodology is applied to all projects.
• Collaborates with staff, Purchasing & Materials Management Division and Legal Services Division to prepare design and construction solicitation documents, including rosters, blankets and other options and templates and creates a set of tools to support capital delivery.
• Participates in the design, implementation and utilization of performance measures for the Branch.
• Develops, recommends and administers the annual budget for the projects you are responsible, and ensures that the expenditures are controlled and maintained within approved budget limitations.
• Represents the Branch and the Division while communicating with stakeholders and applies political acuity in the multi-stakeholder environment.
• Attends meetings with Councillors, resolves complaints and triages requests for new in-year and emergency projects.
• Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends and coordinates innovative corporate solutions using sound professional judgement, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.
• Develops briefing notes and reports for presentation relating to the delivery of projects, and associated issues to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Manager, Director, General Manager, various Council Committees.
• Ensures that the Director is prepared with the required briefings and presentation materials relating to the delivery of projects.
• Investigates, reviews, approves and implements appropriate action(s) for satisfactory resolution for issues, complaints and inquiries from Members of Council and the public.
• Ensures quality customer service by providing timely, cost-effective and optimum delivery of services.
  In this role you may also hire and supervise staff including, but not limited to scheduling, assigning, and reviewing work and ensuring that quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with legislative regulations.
