Reporting to the Manager of Capital Projects – Transportation Engineering, the Senior Project Manager is responsible for managing and delivering complex capital works projects through all phases of the project lifecycle—from initiation, planning, design, and procurement, through to construction, commissioning, and close-out. This includes administration of environmental assessments, public engagement, contract management, and project management. The Senior Project Manager also provides technical guidance and mentorship to Project Managers, Contract Administrators, and Construction Inspectors.

EDUCATION

• Post-secondary diploma or degree in civil engineering or a related discipline; a degree is preferred.
• An equivalent combination of education, experience and qualifications may be considered.

KNOWLEDGE

• Ten years of progressive project management experience, delivering transportation capital projects across all phases (initiation, planning, design, construction, and close-out).
• Demonstrated experience in both design and field execution of capital transportation projects.
• Proficiency with Microsoft Office, and MS Project or other project tracking software.
• Knowledge of the following standards, regulations and guidelines: Municipal Class Environmental Assessment process, Niagara Peninsula Standard Contract Document (NPSCD), Ontario Provincial Standards (OPSS/OPSD), Project Management Body of Knowledge (PMBOK), Ministry of Transportation Ontario (MTO) Geometric Design Standards and Roadside Safety Manual, Transportation Association of Canada (TAC) Geometric Design Guidelines, Ontario Traffic Manual (Book 7 – Temporary Conditions), and all applicable legislation including the Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health & Safety Act, Environmental Protection Act, Excess Soil Management Regulation, Municipal Act, and Construction Act.
• Must hold a current and valid professional designation in a relevant discipline [e.g., Certified Engineering Technologist (C.E.T.), Licensed Engineering Technologist (L.E.T), Professional Engineer (P.Eng.)].
• Project Management Professional (PMP) certification is preferred.

SPECIAL REQUIREMENTS

• Must maintain the ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.

RESPONSIBILITIES

Manages the delivery of multiple complex transportation capital projects (e.g. implementation of new roads, bridges, and structures, road reconstruction and rehabilitation, and bridge and structure replacement and rehabilitation,) through all project phases by managing resources, scope, schedule, budget, quality, risk, and communication. (50% of the time)

• Leads the full lifecycle of capital infrastructure projects, including planning, feasibility assessments, scope definition, design and construction execution, and project closeout.
• Oversees Tier 1 and complex/sensitive Tier 2 projects, managing scope, budget, schedule, and quality, through rigorous technical design reviews, constructability assessments, and risk management. Projects involve multiple interested parties, large budgets, and heightened political, social, financial, and environmental sensitivities.
• Ensures compliance with Municipal Class Environmental Assessment processes, as well as all relevant legislation, regulations, and municipal policies, throughout the project lifecycle.
• Reviews and approves technical documentation, including consultant reports, engineering design, and specifications, ensuring alignment with regulatory standards and facilitating timely coordination with permitting authorities.
• Leads internal design projects, directing the development of design criteria, engineering solutions, and contract specifications.
• Collaborates closely with municipal, provincial, and federal agencies to ensure the overall project goals meet all requirements.
• Identifies and capitalizes on cost-saving, cost-recovery, and external funding opportunities, including partnerships, cost-sharing arrangements, development charges, and grant programs.
• Provides leadership and technical oversight across all phases of transportation capital projects, coordinating efforts among internal teams, external consultants, and contractors to ensure compliance and successful project delivery.
• Monitors and evaluates consultant and contractor performance.
• Manages contract administration and quality assurance during construction, including approving change orders, negotiating terms, and addressing on-site challenges promptly.
• Prepares and delivers comprehensive reports and presentations to Council, Standing Committees, and other regulatory bodies, highlighting project progress, environmental impacts, and technical findings.

Provides technical leadership and mentorship to assigned staff, supporting their professional development throughout all stages of capital project delivery. (20% of the time)

• Provides guidance and mentorship to Project Managers, Contract Specialists, and Construction Inspectors in areas including environmental assessments, engineering design, procurement processes, prioritization, communication, relationship building

and construction management.

• Supports Project Managers, Contract Specialists, and Construction Inspectors by providing advice and mentorship in areas such as risk mitigation, resolution of issues, barriers and challenges, and effective conflict resolution.

Manages project development and bid processes. (10% of the time)

• Develops and defines project requirements, including scope, budget, and work breakdown structure; leads scoping meetings and prepares comprehensive Terms of Reference.
• Prepares and issues procurement documents such as Requests for Proposals (RFPs), Requests for Quotations (RFQs), Requests for Prequalification (RFPQs), and Tenders, including the preparation and distribution of addenda.
• Leads and facilitates consultant selection processes, including conducting interviews, evaluating proposals and recommending the award of engineering services for environmental assessments, feasibility studies, preliminary and detailed designs, contract administration, and inspection.
• Manages the construction procurement process by coordinating the issuance of tender documents and addenda, evaluating bid submissions, and providing recommendations for contract award decisions.

Acts as the primary project representative with Regional and Municipal Councils, interested parties, agencies, interest groups, and the public. (10% of the time)

• Coordinates and liaises with local municipalities, regulatory agencies, utility providers, and other levels of government (provincial and federal), to ensure project compliance and alignment.
• Leads public engagement efforts, including organizing public information centres, issuing notifications, and delivering updates, to foster transparency, strong public relations, and quality customer service on behalf of the Region.
• Manages and resolves conflicts among project interested parties, including but not limited to consultants, contractors, external agencies, and community members.
• Collaborates with internal departments and divisions, throughout all phases of project planning, design, and delivery.
• Oversees communication with interested parties and the public regarding after-hours work, service disruptions, complaints, and emergency situations.
• Provides regular project updates (budget, schedule, risks and issues) to senior management and prepares required documentation for regulatory and compliance approvals.
• Supports legal processes by supplying project-related information for reviews, including attending discovery and other legal hearings.

Develops, manages, and administers capital budgets and 10-year forecasts to support Council’s strategic objectives, ensuring financial transparency and accountability. Monitors budget compliance, identifies and explains variances, oversees timely billing, and ensures completeness of funding and financial reporting. Ensures all activities comply with corporate financial policies, capital asset accounting standards, and best practices in asset management planning. (5% of the time)

• Evaluates and prioritizes infrastructure requirements identified through Capital Project planning and the Asset Management Plan, aligning them with approved capital budgets; provides strategic recommendations on project advancement or deferral based on funding availability and cost assessments.
• Identifies and prioritizes needs related to transportation assets using asset management system forecasts and data-driven analysis.
• Manages and authorizes the procurement of goods and services for projects and team members, ensuring compliance with corporate procurement policies and procedures.

Provides recommendations to the development and enhancement of policies, procedures, and technical standards. (5% of the time)

• Contributes to revisions of the NPSCD and other key project documentation, to ensure accuracy and compliance.
• Assesses the effects of legislative updates and emerging technologies and products on project planning and execution.
• Develops, maintains, and updates controlled documents, manuals, and standard templates to support consistent project delivery.
• Develops, researches and recommends new work processes and systems with a focus on continuous improvement.
