Reporting to the Manager of Capital Projects – Transportation Engineering, the Senior Project Manager is responsible for managing and delivering complex capital works projects through all phases of the project lifecycle—from initiation, planning, design, and procurement, through to construction, commissioning, and close-out. This includes administration of environmental assessments, public engagement, contract management, and project management. The Senior Project Manager also provides technical guidance and mentorship to Project Managers, Contract Administrators, and Construction Inspectors.

RESPONSIBILITIES
Manages the delivery of multiple complex transportation capital projects (e.g. implementation of new roads, bridges, and structures, road reconstruction and rehabilitation, and bridge and structure replacement and rehabilitation,) through all project phases by managing resources, scope, schedule, budget, quality, risk, and communication. (50% of the time)
Provides technical leadership and mentorship to assigned staff, supporting their professional development throughout all stages of capital project delivery. (20% of the time)

Acts as the primary project representative with Regional and Municipal Councils, interested parties, agencies, interest groups, and the public. (10% of the time)
Develops, manages, and administers capital budgets and 10-year forecasts to support Council’s strategic objectives, ensuring financial transparency and accountability. Monitors budget compliance, identifies and explains variances, oversees timely billing, and ensures completeness of funding and financial reporting. Ensures all activities comply with corporate financial policies, capital asset accounting standards, and best practices in asset management planning. (5% of the time)
Provides recommendations to the development and enhancement of policies, procedures, and technical standards. (5% of the time)
