Transportation Services (TS) plays a vital role in shaping Toronto’s streets by overseeing the policy, planning, construction, and management of transportation infrastructure within the public right-of-way. A key part of this work involves managing the intake, review, and issuance of permits to stakeholders—particularly public utilities—that require access to this space to maintain the essential infrastructure that supports our city.
Each year, TS issues up to 35,000 permits to public utilities, reflecting the scale and complexity of utility activity across Toronto’s roads, sidewalks, and boulevards. To enhance coordination, protect City assets, and minimize disruption to the public, a new Utility Management Unit has been established. This unit is dedicated to streamlining the permitting process, strengthening oversight, and driving continuous improvement in how utility work is managed city-wide.
To support the successful launch and operation of this new unit, we are seeking a dynamic and experienced Senior Project Manager. This role will provide strategic, technical, and administrative leadership to a team of professionals responsible for engineering reviews, permit approvals, stakeholder negotiations, and process improvements—ensuring a consistent, efficient, and high-quality permitting experience.
This role requires a proactive and self-directed professional who can take ownership of a wide range of projects and drive them to completion with minimal supervision. The successful candidate will be expected to demonstrate sound judgment, initiative, and the ability to navigate complex challenges independently. This includes preparing reports, conducting reviews, resolving engineering issues, and coordinating with stakeholders—all while maintaining high standards of quality and accountability.
