Job Description To support the continued expansion of business development activities in the Philippines and Asia, Egis is seeking a Senior Proposals Engineer for the Asia Region Tender Unit (TU), based in Metro Manila. Reporting directly to the Regional Tender Unit Manager and Bid Manager for specific proposals (dotted line), the Senior Proposals Engineer will play a critical role in developing winning proposals, supporting Expressions of Interest (EOI), and ensuring the highest standards in technical, commercial, and marketing submissions. This position is ideal for a proactive professional with a strong engineering background, exceptional organizational skills, and experience in international consultancy environments. Expression of Interest (EOI) Preparation Support Monitor websites and online tender boards to scout opportunities from targeted clients (public and private). Coordinate with internal and external partners to prepare EOIs, in close relation with the Bid Manager and Country Manager. Prepare and submit EOIs to clients, ensuring alignment with regional and business line strategies. Proposals Preparation Support Prepare digests, bid schedules, organize and present bid kick-off meetings and approval steps (Go/ NoGo, Bid/ No Bid), and develop RACI matrices under Bid Manager supervision. Define project understanding, scope of work, services offered, time schedule, staffing and fees schedules, financial terms, and identify clarifications/exceptions to client inquiries. Coordinate and consolidate technical proposal contributions from business lines/service lines, highlighting gaps and strengths. Manage mandatory corporate due diligence processes: legal, ethics & compliance, insurance, guarantees, tax, financial, and ESG reviews. Coordinate reference selection and scoring. Suggest project implementation strategies, including local subconsultants, to Bid Manager and Senior BD Manager. Lead or support fee calculation and commercial proposal preparation. When required with the team workload, support formatting CVs and References in the client format. Sourcing and Recruitment Support expert identification and recruitment activities. Coordinate staffing needs with Bid Manager and HR, pre-screen resumes, and provide shortlists of qualified candidates. Undertake clerical duties such as drafting offer letters and recording proposal-related discussions Database Development Develop and maintain a network/database of potential candidates, industry professionals, vendors, suppliers, partners, and references. Update databases for expert rates, logistics, accommodations, office operations, equipment, bonds, insurances, and pricing. Qualifications Degree in Civil Engineering or related field proven professional experience in bids/tenders, ideally with international consulting firms Strong proficiency in MS Office Suite (Word, Excel, PowerPoint, SharePoint); familiarity with Applicant Tracking Systems, online tender boards, and document management tools Demonstrated experience in preparing EOIs and technical/commercial proposals for large-scale infrastructure projects Understanding of business development processes and tendering environments, including commercial and marketing aspects Compliance Experience with due diligence, KYC processes, and compliance requirements for international projects Ability to develop, maintain, and update databases for candidates, vendors, and references Excellent written and verbal communication skills in English; ability to interact effectively with internal and external stakeholders in a multicultural environment Exceptional planning, organizing, and time-management skills; ability to handle multiple priorities and meet deadlines Rigorous approach with high attention to detail and accuracy in document preparation Ability to work independently and collaboratively within cross-functional teams; professional demeanour and strong interpersonal skills Service-oriented, adaptable, and willing to learn new skills and processes Business Line: Group Type of contract: Permanent contract Service Line: Group DEV Region: Asia Pacific Job Family: Tender Management Profession: Tender Manager II
