QUALIFICATIONS & EXPERIENCE

· Over 10 years of industry experience, including senior-level roles across public and private sectors.
· Extensive experience as a Quantity Surveyor or Senior QS within the construction sector.
· In-depth knowledge of JCT, NEC, and other standard construction contracts.
· Strong analytical, numerical, and negotiation capabilities.
· Proficient in Microsoft Office and Eque2/Construct cloud.
· Degree or HNC/HND in Quantity Surveying, Commercial Management, or a related discipline.
· Skilled in both traditional and Design & Build contract environments.
· Commercially astute with a strong grasp of project drivers, margin improvement, and cashflow management.
· Effective communicator with proven leadership and mentoring abilities.
· Experienced in both live project delivery and pre-construction phases.
· MRICS accreditation or actively working toward chartered status (preferred but not essential).

Responsibilities

ABOUT THE ROLE

Starfish 9 Ltd is looking for a highly skilled and commercially astute Senior Quantity Surveyor to join our growing team. This is a key role responsible for managing the financial and contractual aspects of construction projects, ensuring cost control, value for money, and commercial success from pre-construction through to final account.

KEY RESPONSIBILITIES

· Oversee all commercial elements of assigned projects, including cost planning, procurement, and contract management.
· Develop and assess tender documentation, bills of quantities, and subcontractor packages.
· Track and manage project budgets, valuations, variations, and final accounts.
· Deliver accurate cost reports and forecasts to senior leadership.
· Negotiate and administer subcontractor agreements and payment schedules.
· Identify, assess, and mitigate commercial risks while capitalizing on opportunities.
· Collaborate closely with project managers, clients, and site teams to ensure financial efficiency and regulatory compliance.
· Ensure all activities align with contractual obligations, legal standards, and regulatory frameworks.
· Mentor junior quantity surveying staff and support their professional growth.
· Lead the full commercial lifecycle of projects, from pre-construction through to final account settlement.
· Manage and negotiate various forms of contracts, including JCT (all types), NEC, Design & Build, and bespoke client frameworks.
· Provide comprehensive cost planning, forecasting, and risk management throughout all project phases.
· Conduct in-depth tender evaluations, subcontractor procurement, and contract negotiations.
· Monitor and control project costs, valuations, and variations to meet financial targets.
· Offer strategic advice on value engineering, cost control, and buildability from early design stages.
· Present clear and concise commercial updates to commercial manager and key stakeholders.
· Guide and support junior QS team members in both technical and career development.
· Ensure adherence to Starfish 9 Ltd sustainability objectives, quality benchmarks, and SHEQ standards.
· Build and maintain strong relationships with clients, consultants, and supply chain partners, reinforcing Starfish 9 Ltd.’s reputation as a preferred contractor.
