JOB TITLE: Senior Recreation Coordinator DIVISION: Recreation and Community Services CLASS DEFINITION: Plans, organizes, promotes and coordinates a variety of District recreation programs, community services, and special events; performs one or more major technical and/or administrative support functions for designated program area(s) such as program and/or facility scheduling, coordination of billing activities, budget development and administration support, and/or development and validation of payroll for signature approval; participates in the recruitment, selection and training of part-time and seasonal staff, contract instructors and volunteers; provides daily oversight to program activities, evaluates program effectiveness and develops change recommendations; supervises, guides and evaluates the work of seasonal and part-time staff and volunteers; prepares a variety of reports, schedules and other administrative materials; establishes and effectively maintains a variety of program records and files; develops and distributes public service announcements and other marketing materials to promote assigned programs; responds to requests for information pertinent to District recreation programs and services and related policies, procedures, schedules and fees, independently resolves customer issues and complaints or refers for resolution to appropriate District staff; performs special projects as assigned and related work as required. DISTINGUISHING CHARACTERISTICS: Senior Recreation Coordinator is a full-time lead or specialist level classification within the Recreation Coordinator series. Under minimal supervision, incumbents assist with the planning, organization, marketing, coordination and supervision of a variety of District recreation and community service programs, staff and facilities and assume full responsibility for one or more major technical and/or administrative support functions for designated program area(s). This classification is distinguished from the part-time Recreation Coordinator classification by a greater scope of responsibility and higher levels of authority and autonomy exercised in the performance of assigned duties and responsibilities. This classification is further distinguished from a Recreation Services Manager, which is a first-level exempt program manager with responsibility for the development and administration of a major recreation program and related services and the provision of supervision and guidance to incumbents allocated to the Senior Recreation Coordinator classification. SUPERVISION RECEIVED/EXERCISED: The Senior Recreation Coordinator receives minimal supervision within a framework of standard policies and procedures from a Recreation Services Manager or Senior Recreation Services Manager. Incumbents may supervise and evaluate the work of non-exempt and contract recreation staff and/or volunteers. EXAMPLE OF ESSENTIAL JOB FUNCTIONS: Responsibilities and duties include, but are not limited to the following: • Plans, organizes and coordinates assigned recreation program and/or community service activities; and provides input to the development of program and operational policies and procedures. • Provides oversight to program activities; evaluates the success of assigned program area(s) on a regular basis and develops recommendations for necessary changes and adjustments to enhance program effectiveness. • Participates in the recruitment, selection, supervision and training of part-time and seasonal staff, contract instructors and volunteers; evaluates staff performance for recommendation, works with employees to correct deficiencies and/or recommends corrective action. • Assumes responsibility for the performance of one or more major technical and/or administrative support functions for assigned program area(s) such as program activity and/or facility scheduling, coordination of billing activities with other program or operating units, and/or development and validation of payroll for signature approval. • Provides input to the development of program budget(s); monitors and controls expenditures; orders program supplies and equipment; maintains an appropriate supplies inventory; and generates and maintains a variety of budget related financial records and reports. • Prepares annual, monthly and weekly activity and staffing schedules, a variety of administrative and statistical reports, correspondence and other administrative materials; and establishes and ensures the proper maintenance of all program files and records. • Responds to requests for information relative to District recreation programs and services and related policies, procedures, schedules and fees; resolves customer issues and complaints or refers for resolution to appropriate District staff. • Coordinates the scheduling and supervises the use of recreation facilities; and works with the staff of the Park Maintenance Division to ensure the safety, security, cleanliness and orderliness of District facilities. • Promotes and markets a variety of existing and new recreation programs and services; develops and distributes press releases, public service announcements, flyers and other marketing materials to facilitate public awareness of available programs and services. • Performs special projects as assigned and other job-related duties as required. EMPLOYMENT STANDARDS: Education and Experience Guidelines: Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical path to obtain the required knowledge and abilities would be: - Equivalent to the graduation from an accredited four-year college or university with major course work in public recreation planning and administration, leisure management or a closely related field; and - Equivalent to a minimum of one (1) year of full-time experience performing recreation work comparable to a Recreation Coordinator with the District Knowledge of: - principles, practices, philosophy and objectives of recreation programs and services - principles and techniques of planning, organizing, evaluating and promoting recreational activities for children, youth and adults - principles and practices of marketing, promotions and customer service - principles and practices of effective supervision, training and performance evaluation - basic budget administration and fiscal control methods - District policies, procedures, rules, operations, programs and services - laws, rules and regulations relative to recreation programs and services - health, first aid and safety procedures and requirements for recreation programs - techniques of effective report preparation and presentation - modern office practices and procedures - personal computer operation and software applications - filing methods and recordkeeping systems to effectively maintain a variety of records Ability to: - assist with the planning, organization, promotion and coordination of assigned recreation programs, programs and events - coordinate, supervise and evaluate the functions and activities of assigned recreation program(s) - assist with the recruitment, selection, training, supervision and evaluation of non-exempt program staff and volunteers - work with a variety of cultural and ethnic groups in a tactful and effective manner - analyze problems, identify alternative solutions and potential consequences and implement appropriate course of action - plan, develop and implement marketing and promotional efforts for assigned program(s) - interpret and explain District and program policies, rules and procedures - effectively administer a program budget and control for expenditures - prepare administrative and statistical reports, schedules, statements, and correspondence - establish and effectively maintain a variety of administrative records, files and reports - effectively operate a personal computer and other standard office equipment - effectively communicate, both orally and in writing - establish and maintain effective working relationships with those contacted during the performance of work duties and responsibilities - perform essential duties of job without causing harm to self or others Licenses/Certification Required: - Possession of a valid class C California Driver’s license and a satisfactory driving record - Some program assignments may require possession of specialized certifications such as: certificates of completion of Lifeguard, CPR, AED, O2, T22, Certified Pool Operator or Aquatics Facility Operator, Water Safety Instructor or Lifeguard Instructor. WORKING CONDITIONS: Environmental Conditions: Incumbents perform job duties primarily in a temperature-controlled office environment, work with equipment powered by electricity and are in close contact with program participants, volunteers and District staff. Incumbents frequently operate a vehicle for travel to various sites; work outside with exposure to varying climate and temperature conditions and to dust, constant noise, moving objects and other vehicles; and may be required to set up booths, move furniture and carry supplies and equipment for special events. If assigned to aquatics, incumbents are frequently exposed to pool chemicals and perform duties with hands and body submerged in water. Physical Conditions: On a daily basis, the essential duties of a Senior Recreation Coordinator require the ability to sit for extended periods; to twist to reach files and equipment; to use hands and arms to reach in any direction; to repeatedly use both hands and finger dexterity to operate equipment; to verbally exchange ideas and information; to hear to receive detailed verbal information and instruction; to use a full field of vision to view objects within one foot to arm's length and to differentiate basic colors and shades of color; to frequently see beyond 20 feet to direct and oversee sports and/or recreation activities and/or events; to lift, carry, push, pull, and grasp a variety of objects weighing an average of 10 to 25 pounds. Occasionally, incumbents must have the ability to feel the attributes of objects by touch; maintain body equilibrium to prevent falling on, slippery surfaces; and be able to walk, climb, stoop, kneel, crouch, and stand. If assigned to aquatics, incumbents must occasionally grasp, push, pull, lift and carry an individual weighing in excess of 100 pounds during a water rescue.
