About the Program  Abt PNG Management Services supports four Abt programs based in PNG. This Shared Services Platform supports the seven programs triaged and prioritised based on risk. The seven programs include: * Australia PNG Economic Partnership (APEP) * Australia PNG Subnational Program (APSP) * PNG-Australia Transition to Health (PATH) * PNG Partnerships for Improving Education (PIE) * PNG Women Lead (PNGWL)  * PNG Institutional Partnerships Program (PIPP) * PNG Secondary Education Program (PSEP)   About the Opportunity Under the management of the TA Manager and guidance of the Senior P&C Manager, the Senior Recruitment Coordinator will undertake the full breadth of recruitment and support HR activities as part of a multi-skilled team for the broader Abt PNG Programs   Key responsibilities  The Senior Recruitment Coordinator will report to the TA Manager and undertake the following responsibilities:   Recruitment & Onboarding Working in a collaborative manner, and undertake end to end recruitment activities for all Abt PNG Programs including: * Recruitment pipeline: supporting managers determine recruitment needs and develop terms of references in accordance with Abt Associates and DFAT policies and delegations, adhering to the principles of gender equity and social inclusion  * Providing general HR & Recruitment advice to Abt PNG Programs, in line with Abt Associates recruitment policy. * Go to market: attract high calibre candidates through advertising (online and local press) and targeted recruitment practices, acting as the first point of contact for general enquiries   Candidate management:  * Managing all ATLAS recruitment activities, including job advertisements, candidate screening and shortlisting for managers and coordinate and facilitate the interview and selection process  * Undertake due diligence by conducting the necessary reference checks, psychometric testing, medical and police checks  * Ensure all invoices pertaining to recruitment activities are approved and submitted for payments in a timely manner (i.e., pre-employment medical invoices & job advertisement invoices)  * Ensure all executed contracts for those candidates requiring Visa’s are passed onto to P&C Operations Coordinator for Visa management  * Contract management: drafting high quality contracts for locally engaged candidates, long term advisers, short term advisers, short-term personnel, casuals and deed of variations for current staff where required * Data and file management: ensuring all recruitment activities are recorded confidentially on the central HR database/recruitment tracker * Onboarding: commence the onboarding requirements for new employees  * Facilitating the hiring process for Contractors in accordance with Program needs, ensuring Contractor’s service orders are approved and submitted on time, and their onboarding is completed in a timely manner and ensure file management for Contractor records is up to date * Act as an ATLAS System Champion for Recruitment module; providing mentoring and training to colleagues as needed.   HR Activities Working closely with the P&C Operations & P&C Services Team: * Staff orientation: Ensure new starters notifications are sent to the P&C Operations Team for staff orientations to be scheduled to ensure new employees are fully informed and equipped to undertake their role within the facility * Contract management: ensure employee contracts and variations    once executed are sent to P&C Services Team for ATLAS and payroll updates * Other HR matters: undertake any other duties as required.     People Strategy Responsibilities may include: * Support Learning and Development activities where required * Support socialisation and use of the Abt performance management system, including the creation of policies and procedures * Other duties as directed by the TA Manager and/or Senior P&C Manager.     Key deliverables * Ensure all contracting and variations are drafted and approved in a timely manner and within 5 days of receiving request  * Mange ATLAS entries for Long Term Advisers  * Provide support to the TA Manager in recruitment training of new HR/Recruitment staff * Ensure quality check on ATLAS job requisitions and candidate management is done in a timely manner * Ensure the P&C helpdesk recruitment tickets are closed in a timely manner * Ensure all HR development activities are conducted in an efficient and timely manner and in accordance with Abt Associates policies and guidelines.  * Meet Key Performance Indicators such as the recruitment and selection of candidates within 45 days and respond to staff enquiries in a timely manner, keeping staff abreast of progress as required * Update managers on the progress of their recruitment activities as required and on an ongoing basis * HR records: maintain Recruitment Tracker for effective recording of recruitment statistics and/or other HR records on a daily basis and in real time * HR reporting: contribute to the monthly, bimonthly HR trends report as required * Key HR policies and procedures are developed and implemented * Develop and maintain knowledge and understanding of Papua New Guinea labour (and related) legislation, regulations, practices and instruments * Undertake all work in a confidential manner, using tact and discretion at all times * Keep accurate records where required * Be consistently responsive to client needs – internal and external.     Key working relationships  * Program Executive Director and Senior Management team * Senior P&C Manager * TA Manager  * P&C team including: P&C Services Manager, P&C Operations Manager and colleagues. * Staff across Abt PNG programs * Australian High Commission  * Representatives from the Government of Papua New Guinea * Abt Associates Brisbane Head Office Corporate teams.     About You  For applications to be considered, a response to the key selection criteria below must be provided.  * Relevant Tertiary qualifications in Human Resources or a degree in a relevant discipline * Minimum of 3 years practical and demonstrated experience in a human resource management preferably on donor-funded international development programs and/or complex corporate environments * Demonstrated ability to communicate cross-culturally, with sensitivity and emotional intelligence ideally with a sound understanding of PNG or Pacific development context  * Strong interpersonal, communication, representational and cross-cultural skills   * Strong analytical, and problem solving skills and experience     How to Apply * Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document.  * Applications must be submitted personally by individuals only.
