PROJECT DESCRIPTION

This project supports the implementation of the World Bank’s “Utility of the Future” (UoF) Program in the Western Balkans region. The goal is to strengthen water and sanitation utilities in up to 15 municipalities across Albania, Kosovo, Bosnia and Herzegovina, Serbia, North Macedonia, and Montenegro. Through mentoring, capacity building, and technical advisory services, the project will guide selected utilities in the development and execution of 100-day action plans, long-term strategic plans, and targeted improvement initiatives. Ultimately, it aims to help utilities provide sustainable, reliable, and inclusive water and sanitation services, supporting the region’s progress towards Sustainable Development Goal 6.

JOB DESCRIPTION

We are seeking a Senior Regional Water and Sanitation Utility Expert in Technical Operations to join the Utility of the Future Program in the Western Balkans. The selected candidate will be responsible for leading the technical operations team and ensuring the successful delivery of all project objectives.

EDUCATION:

University degree (Master’s or PhD) in engineering, environmental science, or a related field.

PROFESSIONAL EXPERIENCE:

  • At least 10 years of experience in water utilities with a minimum of 25,000 customers.
  • At least 5 years in a managerial role overseeing operation, distribution, or maintenance areas in the water and sanitation sector.
  • Proven experience in operations and engineering, process improvement, capacity development, and institutional strengthening.
  • At least 5 years of direct experience as staff of a utility in the operations area (water and/or sanitation).
  • Minimum 5 years of management/leadership experience as a project team leader on similar assignments in technical operations in a water utility.
Responsibilities
  • Provide overall management and guidance to the technical operations team throughout project implementation;
  • Coordinate closely with counterparts, including client representatives and government partners;
  • Lead the planning and organization of consultancy services;
  • Develop and maintain detailed schedules for all project tasks, monitoring progress and addressing any delays;
  • Oversee contract management, to ensure all activities are compliant with project agreements and requirements;
  • Review and present technical reports to stakeholders;
  • Supervise the implementation of the work plan;
  • Maintain quality control of all technical deliverables.
