Organizational Setting and Reporting Relationship The position of Senior Risk Management Assistant is assigned to the Risk Policy and Architecture Division within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines. You will report to designated International Staff and Officer. Your Role As a Senior Risk Management Assistant, you will provide support in the development, implementation, and maintenance of policies, methodologies, and procedures for assessing country and sovereign risk. You will: A. Country and Sovereign Risk Analysis Help with the development, implementation and maintenance of methods, tools, analytics, and procedures for a structured country and sovereign risk analysis process. Support ADB's ratings process by performing data and information collection, preparing peer group comparisons, running the sovereign rating model, providing exposure data for assessing sovereign risk, conducting ad hoc research for rating assignments, and performing report formatting and proof reading. Maintain and update datasets and spreadsheet statistics to summarize information that is produced within and outside ADB. This includes downloading and processing external data. Perform daily monitoring of rating actions from international rating agencies on ADB's developing member countries, promptly alerts team members' document rating actions and their rationale on a monthly basis ahead of the production of the monthly country ratings matrix. Help review relevant country and sovereign policies and guidelines including performing research and data collection tasks. Help produce monthly country ratings matrix. Respond to requests for external rating reports. B. Policy & Architecture· Help develop and implement policies, processes, methods and tools for identifying, measuring, and managing risk. Help with special projects to meet risk management requirements. Contribute to the review of policies and proposals from other departments from a risk perspective. C. Others Ensure office filing systems and records are maintained and updated following existing framework for easy retrieval. Perform other tasks as assigned and reflected in the workplan. You will need: Bachelor's degree in Economics, Finance or in Statistics/Econometrics. At least 5 years of relevant work experience in related fields, with experience in economic research, statistical analysis, climate change studies, and sovereign and country risk analysis. Good knowledge and understanding of macroeconomic statistics (national accounts, balance of payments, monetary and banking statistics, public and external debt statistics), along with along with working knowledge of macroeconomic and development trends in the region. Familiarity with data sources, official country statistics, and analytical tools commonly used in sovereign/country risk analysis. Proficiency in using spreadsheets and database applications, such as Haver, CEIC Data, Data stream, Macro bond, or similar tools. Written and verbal proficiency in English. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
