Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.
Main Purpose
Reporting to the Section Head, the Senior Safeguards Analyst (Technology) provides expert analysis on States’ use and development of sensitive nuclear science and technologies, and potentially proliferative programmes related to nuclear weapons. From a broad knowledge of the nuclear fuel cycle and extensive technical experience, the Senior Safeguards Analyst (Technology) strengthens the IAEA’s understanding of nuclear proliferation concerns associated with the deployment of technology, indigenous research and development, and knowledge and technology transfers. This in-depth and challenging analytical work contributes to the IAEA’s State evaluation process and in-field verification activities, which provide the basis for the drawing of conclusions on States’ compliance with their safeguards obligations.
Role
The Senior Safeguards Analyst (Technology) is: 1) a technical subject matter expert in the area of sensitive nuclear science and technologies, in particular, nuclear weapons related science and technology; 2) a key contributor to the preparation and review of technical reports, providing assessments and input that contribute to the State evaluation process; 3) an adviser to senior management, undertaking consultations and investigations arising from ad hoc requests generated from headquarters or in-field activities; and 4) a mentor of staff and source of guidance for specific areas of technical competence.
Functions / Key Results Expected
Providing expert authoritative technical advice related to sensitive technologies and potential nuclear proliferation issues.
Performing technical assessments of safeguards-relevant information and preparing technical reports and input to State Evaluation Reports and Technical Capability Assessments.
Contributing to the development of evaluation methodologies related to the early detection of undeclared activities or the possible misuse of nuclear material or technology.
Contributing to the State evaluation process by participating in the continuous collection, processing, and analysis of open source information related to States’ nuclear activities, as well as conducting consistency analysis using all safeguards-relevant information.
Participating in the preparation of State Evaluation Reports, assisting inspectors in the planning of field activities, and maintaining close working relationships with partners in the Operations Divisions.
Training, guiding and directing other staff in the collection and analysis of technological information pertinent to the nuclear fuel cycle and potential proliferation pathways.
Overseeing the work of more junior colleagues, acting as a mentor and supporting their development, and developing mechanisms to support and enhance collaborative working.
Contributing to the development of safeguards approaches and the delivery of Department-wide training.

Qualifications, Experience and Language skills

• Master’s Degree - Advanced university degree in nuclear science or engineering, metallurgy or materials science, chemistry, physics, electronics/instrumentation/computer science, or a related field.
• Bachelor’s Degree - First level university degree in one of the stipulated fields with two years of additional relevant experience may be considered in lieu of an advanced degree.
• Minimum of 10 years of relevant practical and theoretical experience in science and technology, integrating design and experimentation, production, maintenance, and associated infrastructure, equipment and services including experience in one or more of the following topics: nuclear hydrodynamics, energetic materials, hydro-nuclear numerical modelling, high-speed diagnostics and system integration.
• Extensive experience working in a secure/restricted information environment connected with sensitive nuclear explosive technologies and programmes and with associated research and development.
• Recognized subject matter expert with proven experience in and knowledge of procedures for handling sensitive technical information and dealing with issues at the State level.
• Training or qualifications relevant to nuclear non-proliferation developed within a commercial, national authority, or international organizational environment.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 52902*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
