About TSSP Phase 3 The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes. Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of: ‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’ Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. For more information, please see www.dt-global.com The Role The Senior Safeguards Coordinator supports the effective implementation of TSSP3’s Environment and Social Management Framework (ESMF) across transport infrastructure activities. The role focuses on ensuring contractors and partner agencies comply with environmental, safety and social safeguards requirements, while strengthening local capacity and systems for safe and sustainable delivery. Working under the supervision of the Safeguards Manager, the Senior Safeguards Coordinator provides on the ground leadership, mentoring and monitoring support. The position plays a key role in ensuring consistent safeguards compliance, quality assurance and reporting across infrastructure works. Click on the link or copy paste it to access the full Terms of Reference for this position: https://tinyurl.com/4w34wwdc About You Essential experience and knowledge · Tertiary qualification in environmental management, occupational health and safety, engineering, or a related discipline · Minimum 8 years of experience in environmental and social safeguards management, preferably in infrastructure or construction programs in PNG or the Pacific · Demonstrated experience conducting site inspections, compliance monitoring and implementing environmental and WHS plans · Strong understanding of environmental risk management, pollution prevention, waste management and safety systems · Familiarity with DFAT, GoPNG and International Finance Corporation (IFC) Performance Standards relating to environmental and social safeguards · Demonstrated experience supporting development of tools, templates, or guidelines for safeguards implementation · Proven ability to coordinate with government partners, including DoWH and TSAs and contribute to system strengthening · Experience supporting research, analysis and learning related to safeguards, safety, or environmental performance · Ability to mentor contractors and local staff to improve safeguards outcomes Technical · Ability to prepare concise and high-quality reports and recommendations · Strong facilitation, training and communication skills to engage effectively with contractors, government and communities · Competence in using digital tools for data collection and reporting · Understanding of environmental sustainability and integration of safeguards into infrastructure design and construction Personal attributes · Strong interpersonal, communication, representational and cross-cultural skills · Ability to apply independent judgement and influence and develop consensus on difficult and controversial issues, balancing multiple stakeholder expectations and objectives · Strong commitment to addressing gender, disability, inclusion, safeguards and climate change related issues · Commitment to teamwork and engaging with all relevant stakeholders · Ability to coach, mentor and upskill other people and ability to build effective relationships · Patience, tolerance, resilience, flexibility and preparedness to work with limited resources within a challenging, developing country environment HOW TO APPLY Click the 'Apply Now' button.
