This position is expected to provide expert level business process guidance on Navy ERP’s SAP requirements and design. This position requires experience in designing/configuring business processes in SAP MM.

CANDIDATE QUALIFICATIONS:

JOB DESCRIPTION:

  • Perform pre migration data cleansing activities on migration data with a financial systems focus in collaboration with stakeholders. This includes recommending and documenting applicable cleansing activities based on regulations and relevant memorandums, assessing migration population for Key Performance Indicators (KPI) issues, performing research on KPI issues in legacy data and providing guidance on cleansing actions to be taken.
  • Perform pre migration data validation and methodology review for the general fund. The contractor shall work collaboratively to document system migration methodologies and procedures and provide accounting and financial statement impact guidance during data mapping workshops and related meetings.
  • Perform analysis on legacy data and document conformance to business rules, processes, and formats, along with verifying the data’s consistency, accuracy, and completeness utilizing Government provided data analytics tools such as the ADVANA/Jupiter platform.
  • Supplement existing fit/gap analysis of process and system interface changes to define requirements/functional/technical gaps based on data and system current state vs data ideal and target system needed to support ‘to be’ business processes.
  • Evaluate existing legacy systems and data to ensure all interfaces, inbound and outbound data flows and business processes are identified and accounted for and in the ‘to be’ business plans.
  • Produce an analysis of the health of current data to include but not limited to Key Performance Indicator (KPI) reports and/or Departmental Accounting Requirements – Quarterly (DARQ).
  • Produce a clear data correction implementation plan which targets cleansing and adjustment of data errors on schedule for migration
  • Develop data management and data cleansing metrics and report to leadership weekly or within the identified timeline established by the Government, throughout the life of the migration.
  • Provide data cleansing KPI metrics and strategies/best practices, report on the progress and implementation of these metrics/strategies bi-weekly to each migrating BSO, through achievement of Full Operational Tempo (FOT)
  • Collaboratively identify solutions to resolve root causes of poor data quality identified by established metrics throughout the life of the migration and stabilization.
  • Support in the development of corrective actions to correct data health issues identified throughout the life of the migration and stabilization.
  • Provide financial and accounting expertise to support and document the migration of BSOs from legacy to target General Ledger (GL) system throughout the migration lifecycle.
  • Complete and maintain the legacy to Navy ERP GL Crosswalk. Coordinate document approval with migration stakeholders prior to the start of Mock 2.
  • Integrate with DFAS, BSOs, legacy data SMEs, FMO and FMB to provide support in the development and execution of the Financial Reconciliation (FI Recon) initiatives to include planning, development, delivery and execution, through the migration lifecycle.
  • Develop automated transformation tools to execute FI Reconciliation across multiple funds, fund centers, and business areas. Document logic utilized to construct queries and generate reports and submit to Government for approval prior to commencement of reconciliation activities in Mock 2.
  • Review and provide recommended updates as requested to User Management (UM) strategy, UM Process Guide, and identify the methodology to collect user access information and SAAR-N’s and present UM overview to migrating BSOs/BSOs.
  • Assist BSOs with developing a strategy to transition to NIS (Naval Identify Service), AE (Access Enforcer), and Access Violation Management (AVM).
  • Conduct training, demonstrations, and walkthroughs of AE, NIS, and AVM processes.
  • Develop and distribute role mapping documentation identifying each role and associated responsibilities to help support translation from legacy terminology to the Federal Government nomenclature.
  • Plan and implement a strategy to maintain access controls and segregation of duties for post-FOT user roles and responsibilities
  • Develop and provide UM specific training, to include Role Mapping,
  • Monitor, track, update and report on scheduled UM activities across all migrations and provide updates to the FMS Schedule Management Team, Process Leads, Leadership and Internal/External Stakeholders.
  • Ensure appropriate/applicable BSO user roles are active for training sandbox, Mocks, UAT, Cutover Practice, Production Cutover/Catchup and any other milestones as scheduled and work with systems integrators and BSOs to make updates as needed.
  • Facilitate Segregation of Duties (SoD) Assessment, Production Account Creation, Go-Live Role Activation.
  • Manage and submit access for tools for Government personnel and support contractors migrating, including NHDSM, Stakeholder Collaboration Center (SCC), Enable Now and QC
  • Conduct role mapping workshops to determine the end user base by reviewing the correlation of legacy functions
    Job Type: Full-time
    Pay: $160,000.00 - $190,000.00 per year
