PURPOSE OF THE POST:

The Senior Specialist - Head of Team - ICT Project & Execution Coordination plays a critical role in driving forward the successful delivery of complex ICT solution across Europol.
Empowering and inspiring a team of project management professionals to achieve exceptional results, the Head of Team navigates challenges and mitigates risks to ensure projects and programmes stay on track, within budget and align with organisational goals.
The expertise of the Head of Team is instrumental in fostering a culture of continuous improvement and innovation, driving the adoption of project and programme management best practices and methodologies and leveraging technology to streamline processes. By building strong stakeholder relationships and providing clear, compelling communication, the incumbent ensures alignment across all levels of Europol.

FUNCTIONS AND DUTIES

The incumbent carries out the following main functions and duties:

GENERAL HEAD OF TEAM RESPONSIBILITIES

  • Coordinate the work of a group of individuals by effective and efficient planning, prioritisation, and scheduling of tasks and responsibilities;
  • Monitor progress of work in line with key performance indicators; ensure work being produced is of high quality and meets business needs; apply corrective measures where needed;
  • Define and supervise the accurate and timely execution of processes and procedures to ensure adherence to corporate policies, fundamental rights, standards and data protection regulations;
  • Set clear expectations and objectives and direct work towards a common goal;
  • Identify, address and propose resolutions to issues affecting the team;
  • Provide constructive feedback, guidance and support and coach team members;
  • Encourage continuous learning and development of team members;
  • Create an open, honest and inclusive team culture with respect for diversity, where team members are encouraged to perform at their best.

SPECIFIC RESPONSIBILITIES

  • Coordinate the ICT contribution to the Europol programming document and deliver the ICT work plan; establish a business-aligned yearly budget plan, ensure budget availability and undertake the necessary financial procedures, including reporting;
  • Take responsibility for the annual ICT work plan; drive the ICT Demand Management process in sync with the corporate-wide exercise; manage the project portfolio having the overall resource management in mind; own governance for high level portfolio decisions; follow up on benefits management; drive, monitor and coordinate execution of the overall ICT work plan, providing tracking and reporting, including coordination of processes for handling changes and deviations;
  • Take responsibility for ICT Delivery Governance (including project steering committees, portfolio boards and other bodies as required) to enable the delivery of ICT projects and solutions that satisfy business requirements and commercial considerations;
  • Manage end-to-end project delivery, product lifecycle, and stakeholder engagement, ensuring successful outcomes for both project objectives and product quality, in accordance with Europol project and product governance standards, project management methodology (adapted from PRINCE2 and PMI); and agile methods and ways of working;
  • Scope, plan, allocate and monitor new projects in coordination with all stakeholders, and produce all relevant project management documentation;
  • Ensure the timely and complete delivery of the projects in the work plan; take full responsibility for assigned projects when acting as Project Manager;
  • Manage the required approval processes with the governance bodies of Europol, including the security accreditation process when applicable;
  • Interact with resource managers to ensure that resources are available for the execution of the projects;
  • Regularly report progress status of projects according to defined procedures;
  • Drive procurement procedures for equipment and services in the scope of the project, in accordance with the Europol procurement rules, and liaising with all corporate functions concerned;
  • Perform any other duties in the area of competence as assigned by line management.
