Responsibilities

PURPOSE OF THE POST:

The selected candidate is responsible for the entire lifecycle of large-scale ICT projects and/or programs in alignment with Europol’s strategic objectives, ensuring effective governance, stakeholder engagement, and adherence to project management methodologies, including agile, waterfall, and hybrid approaches.

FUNCTIONS AND DUTIES

The incumbent carries out the following main functions and duties:

  • Coordinate and oversee the design and implementation of software and infrastructure projects, ensuring that solutions meet technical requirements and align with organizational standards and best practices around architecture, security, and data protection;
  • Facilitate business change initiatives associated with program delivery, ensuring that changes are effectively communicated, adopted, and integrated within the organization;
  • Manage and coordinate multiple projects within programs, ensuring interdependencies are identified, tracked, and addressed to optimize program delivery and outcomes;
  • Engage with stakeholders at all levels, facilitating communication and collaboration to ensure alignment and buy-in for program objectives and approaches;
  • Foster a culture of excellence and continuous improvement within the project management team, promoting knowledge sharing to enhance the skills and professional growth of team members and colleagues;
  • Ensure comprehensive resource management, identifying and allocating the necessary personnel and skills across all projects and programs under responsibility to optimize performance and delivery;
  • Manage procurement processes for software, hardware, and services as part of program initiatives, ensuring that procurement activities comply with Europol’s rules and standards while delivering value for money;
  • Evaluate the total cost of ownership for program-related projects, ensuring that all financial aspects, including acquisition, operation, and maintenance costs, are considered in decision-making processes;
  • Manage and report on financial performance, risks, and variances related to budgeting, procurement, and resource allocation to senior management, ensuring proactive management of financial health of projects/programs;
  • Coordinate the work of fellow project managers if and when needed, assigning tasks and monitoring progress and quality of work and ensuring alignment with organisational objectives;
  • Conduct regular program reviews and status reporting to senior management, ensuring transparency in progress, risks, and issues, and proposing strategies for resolution;
  • Perform any other duties in the area of competence as assigned by line management.
