Ontario Health is looking for a Quality Improvement professional to join the Clinical Institutes and Quality division of the Clinical Institutes and Quality Programs portfolio. The Senior Specialist, Clinical Quality works with provincial, regional and local teams, and with clinical leaders to support a variety of quality improvement (QI) initiatives. These include support implementation of programs and clinical and quality standards, catalyze and spread QI and best practices, connect the quality ecosystem, and build capacity and knowledge. This is a unique opportunity to take a system lens to clinical quality issues and to help address system barriers that will enable change at the frontline.
Senior Specialist supports the Quality Improvement Plan program (QIP), and the Collaborative Quality Improvement Plan program (CQIP).
Here is what you will be doing:

Supports Quality Improvement Programs

  • Working in partnership with internal and external stakeholders, develops, implements and evaluates strategies to facilitate the large scale spread of provincial programs designed to promote quality and to reduce clinical variation and inequities
  • Develops dissemination and implementation strategies to support the use of data (such as quality indicators, MyPractice reports, performance measures, etc.), the adoption and synthesis of evidence (such as Quality Standards and clinical guidelines), and the use of QI methodology to change clinical practice at the frontline
  • Supports provincial QI programs in various sectors of the healthcare system (e.g., acute, primary care, long-term care and the community) with a focus on patient engagement, equity and advancing integrated care
  • Responsible for developing reports, briefing notes, implementation plans, tools and resources presentations and other dissemination materials
  • Leads adoption of quality improvement best practices using a suite of supports and multiple media platforms
  • Ensures timely response to concerns arising from a large and diverse audience

Relationship and Stakeholder Management

  • Acts as an Ontario Health ambassador both formally (e.g., working with regional and local stakeholders, at provincial or national events) and informally, through day-to-day interactions

Builds QI Capacity and Knowledge

  • Demonstrates subject matter expertise on priority issues such as: integrated care delivery models, public and patient engagement, improving patient and caregiver experience, coordinated care management, transitions in care, access to care, health care equity, and other clinical priority areas
  • Drives an understanding of relevant indicators needed for areas of focus with colleagues and stakeholders
  • Recommendations relevant indicators in consultation within OH and externally
  • In consultation with senior analyst, designs mixed methods analysis, incorporating into reports
  • Leads learning collaboratives and communities of practice to drive improvement in priority areas
  • Understands how to use health system performance reports and resources for system improvement (e.g., Measuring Up, Quality Standards, Quality Based Procedures, etc) and complete evidence reviews to support QI initiatives
  • Shares resources and tools to support adoption of QI methodologies in the field
  • Establishes trust and builds strong internal and external relationships with partners and key stakeholders to remain current on local priorities, emerging issues, and trends
  • Supports committees and working groups comprised of both internal and external stakeholders
  • Works collaboratively across Ontario Health portfolios, including the regions, and with system partners

Here is what you will need to be successful:

Education and Experience

  • An undergraduate degree in Health Policy, Health Administration, Systems Engineering, Quality Improvement, Health Sciences, Health Informatics, Applied Psychology or other relevant disciplines is required; A master’s degree is preferred
  • Training or certification in implementation science, quality improvement (e.g., Lean or Six Sigma), change management, or knowledge translation is required
  • Registration with a regulated health profession and/or experience in a clinical setting is desirable

Knowledge and Skills

  • A minimum of 5 years’ experience in clinical leadership or health system policy, that includes responsibility for improving quality in a care setting
  • A minimum of 3 years’ experience as a QI leader with experience in front line facilitation and coaching of interdisciplinary teams, successful use of organizational change strategies, and use of a range of knowledge exchange methods such as communities of practice, workshops, on-line collaborative spaces
  • Excellent knowledge and understanding of Ontario’s health system and health policy issues, priorities and enablers and barriers to improving quality of care
  • Experience engaging clinicians, front line staff, patients and caregivers in design and delivery of clinical care
  • Skilled in use of textual and qualitative analysis
  • Skilled in use of common surveys for outreach and outputs such as Survey Monkey, Survey Gizmo
  • Project management and/or strong organizational skills to manage competing priorities
  • Excellent oral and written communication skills
  • Ability to work independently and in a team
  • Experience with data analysis and data interpretation
  • Professionalism, reliability and detail orientation
  • Excellent computer skills, with proficiency in the use of Microsoft Office software (including Word, Excel, Power Point and Teams), including use of virtual communication platforms such as Zoom
