Reporting to the Procurement & Contracts Formation Manager, the Sr. Subcontract Formation Specialist (SFS) will be part of a high-performing project team dedicated to delivering a multi-year, billion-dollar major rail infrastructure project through collaboration and a best-for-project vision.
The SFS will be responsible for managing the end-to-end subcontract formation process, including preparing, negotiating, and finalizing subcontracts to ensure alignment with project objectives and compliance requirements. This role is critical in fostering strong subcontractor relationships and mitigating risks
to support the successful execution of the project.
This Position is in Toronto.

The Subcontract Formation Specialist will perform his / her tasks in accordance with:

  • Code of Ethics and Business Conduct
  • Delegation of Authority Policy
  • Project Alliance Agreement (“PAA”)
  • Procurement Management Plan (“PMP”)
  • Subcontract Administration Handbook

What you will be working on:

  • Initiate, issue and administer major supply agreements and formation of Subcontracts through predetermined procedures;
  • Proven experience in procuring and managing subcontract formation specifically for Architectural and Structural packages, ensuring alignment with project requirements and standards.
  • Prepare bidders lists, bid packages and requests;
  • Receive and evaluate bids;
  • Prepare purchase recommendations;
  • Communicate with client to secure approvals for purchase in accordance to established procedures;
  • Place orders and maintaining all documents and controls to monitor suppliers’ performance and conformance to commercial terms;
  • Interact with engineering and construction staff to monitor revisions and amendments, and assist at post award meetings to ensure understanding between client and suppliers on all contractual matters.
  • Oversees and monitors all Subcontract Formation processes at the site level to ensure compliance with the PMP and commercial EHTH policies.
  • The SFL, is assigned direct responsibility for Subcontract preparation and bidding. Direct responsibilities include assembling proposal packages, soliciting proposals, arranging site visits and pre-bid meetings, receiving and evaluating proposals, conducting pre‑award meetings, obtaining award approvals, and implementing awards.
  • Oversees transfer of executed Subcontracts to the Subcontract Administration team.

What we are looking for:

  • 10+ years experiences in Contracts Administration or any related field; construction experience is an asset
  • Strong work ethic, positive “ready to learn” attitude, attention to detail
  • “Legal mind”, critical thinker, assertive, analytical, persistent
  • Exceptional communication skills, both verbal and written
  • Experience within a construction environment and knowledge of construction processes by which the works will be undertaken, is an asset
  • Experience in contract formation and / or supply chain
  • Able to work under pressure and to effectively multi-task
  • Dedicated team player with excellent interpersonal skills
