Description
SAIC is seeking a Senior System Engineer to support the development and refinement of the Interoperability Engineering System (IES), a mission-critical application used by the U.S. Army for Link 16 scenario generation, scripting, and data analysis. The Senior System Engineer will be responsible for defining system requirements and ensuring compliance with military standards, specifically MIL-STD-6016 and MIL-STD-3011, to support the software development process. This position requires an experienced systems engineer capable of translating operational objectives, military standards, and stakeholder needs into clear, actionable requirements for software developers. Responsibilities Develop, document, and refine system requirements aligned with operational needs and military standards, including MIL-STD-6016 and MIL-STD-3011. Translate military standards and protocols into clear, testable, and developer-ready requirements. Create and maintain system documentation, such as System Requirements Documents (SRDs), Interface Control Documents (ICDs), and workflows, ensuring alignment with intended functionality and compliance. Analyze and decompose complex operational scenarios into use cases and functional requirements. Collaborate with software developers and testers to ensure requirements are understood, implementable, and verifiable. Support requirements review and participate in design discussions to ensure the system architecture meets operational requirements and messaging standards. Address gaps in requirements and resolve ambiguities through collaboration with stakeholders and subject-matter experts. Provide expertise on Link 16 and JREAP operational scenarios and messaging protocols to ensure proper implementation and interoperability. Assist in system validation and verification efforts, supporting the creation of test plans and ensuring compliance with standards. Required Education Bachelor’s degree in systems engineering, Electrical Engineering, Computer Science, or a related field and 5 years of relevant experience; or master’s degree and 3 years of relevant experience; or PhD or JD and 0 years of relevant experience. Clearance Requirements Must possess an active Interim Secret clearance with the ability to obtain a Secret clearance; US Citizenship required. Required Qualifications Expertise in systems engineering processes, including requirements identification, documentation, analysis, and traceability. Develop, document, and refine system requirements that align with operational needs, MIL-STD-6016, MIL-STD-3011, and other applicable military standards impacting tactical data link implementation and interoperability. Strong experience in developing and managing technical artifacts such as SRDs, ICDs, and CONOPS. Knowledge of tactical communication systems and military interoperability requirements, especially in relation to Link 16 and JREAP. Familiarity with standard requirements management tools, such as DOORS, Jama, or equivalent platforms. Strong critical thinking and problem-solving skills, with the ability to collaborate across teams to address technical and operational challenges. Excellent written and verbal communication skills to ensure requirements, technical artifacts, and system concepts are clearly articulated to both technical and non-technical stakeholders. Desired Qualifications Experience with additional military standards. Knowledge of Link 16 radio interfaces Familiarity with Risk Management Framework (RMF) processes and secure system development best practices. Knowledge of basic testing and validation processes, including the creation of verification plans to confirm requirements compliance.
