Job Summary The Senior Technical Assistance Officer (STAO) will be under the general supervision of the Division Chief of the Institute for Capacity Development’s Global Partnerships Division (ICDGP). This role will focus on expanding the IMF’s fundraising base in Asia and developing new partnerships. The STAO will be based in an IMF office in Singapore and will play a leading role in mobilizing external resources, building and strengthening relationships with regional donor partners, and enhancing the strategic positioning of the IMF’s capacity development (CD) in Asia. He/she is part of ICD staff and would have the same rights and privileges as overseas office staff. The length of the assignment is three years. The successful candidate would be expected to take up the post in Singapore in the Fall. Duties and Responsibilities Lead and drive fundraising efforts to mobilize external financing for IMF CD from new partners in Asia to help expand the IMF’s donor base. Build and maintain strong relationships with government authorities, development agencies, and regional organizations to support fundraising objectives. Represent the IMF in selected engagements with current and prospective donor partners. Serve as a key interface between ICDGP headquarters and regional partners. Coordinate closely with IMF departments and field offices. Lead or support the preparation and negotiation of contribution agreements and partnership frameworks. Ensure alignment between donor priorities and IMF capacity development strategies. Conduct and Support outreach, communications, and partner visibility efforts. Organize and support, ICDGP missions, high-level events, and strategic dialogues to promote the advancement of fundraising pipelines. Monitor implementation of partner-funded activities and contribute to high-quality donor reporting. Prepare briefing materials and strategic updates to support fundraising and engagement with partners. Qualifications Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, supplemented by a minimum of eight (8) years of relevant professional experience, is required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A12, or equivalent, is required. 8-10 years of relevant professional experience in donor fundraising is highly desirable. Proven experience in fundraising, donor relations, or partnership development with exposure to Asia. Experience working with development partners, international organizations, or government agencies preferably in Asia. Strong knowledge of development assistance and capacity development issues. Understanding of IMF policies, operations, and capacity development activities would be an strong asset. Proven ability to manage complex stakeholder relationships and contribute to negotiations. Excellent communication, organizational, and drafting skills. Thorough knowledge of the IMF’s budget and TA systems would be desirable. Ability to work independently, manage multiple priorities, and deliver under tight deadlines. Excellent English drafting and language skills; working knowledge of an Asian language would be an advantage. A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
