JOB SUMMARY

The Infected Blood Compensation Authority has recently been established to pay compensation to those who have been infected and affected by the infected blood scandal. The IBCA Data Product and Delivery team sits within the wider Data Directorate, and leads on the implementation of both the data products that underpin IBCA’s data capabilities but also the platform it sits on.
IBCA is seeking experienced technical business analysts who will play a crucial role in bridging the gap between business needs and technical solutions, ensuring that our software development initiatives are aligned with strategic objectives and deliver tangible value.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

JOB DESCRIPTION

This vacancy is for G7 technical business analysts, which will work within the Data product and delivery teams, alongside a number of other key product and delivery roles.
You will be responsible for eliciting, analysing, documenting, and validating data requirements, translating them into clear and concise technical specifications for development teams.
You will be responsible for liaising across the BA community within the service, to both better enable IBCA’s service capability, but also to support evolving a business analysis community

EXPERIENCE:

  • Proven experience of working as a technical Business Analyst, with a strong focus on data projects in a hybrid data and digital development environment;
  • Proven experience working within Agile/Scrum methodologies.

ANALYTICAL & PROBLEM-SOLVING SKILLS:

  • Exceptional analytical and critical thinking skills with the ability to break down complex problems into manageable components;
  • Demonstrated ability to identify root causes, propose effective solutions, and anticipate potential issues.

COMMUNICATION & INTERPERSONAL SKILLS:

  • Excellent verbal and written communication skills, with the ability to articulate complex technical concepts to non-technical stakeholders and vice-versa;
  • Strong presentation and facilitation skills;
  • Ability to build strong relationships and influence stakeholders at all levels.

QUALIFICATIONS

Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field, or equivalent practical experience.

Responsibilities

RESPONSIBILITIES

  • Collaborate with stakeholders across various areas of IBCA (e.g., Product, Operations, Development, QA) to understand business processes, identify pain points, and define requirements for new features and system enhancements;
  • Conduct in-depth analysis of existing systems and workflows to identify areas for improvement and propose innovative technical solutions;
  • Translate high-level business requirements into detailed functional and non-functional specifications, user stories, use cases, and process flows;
  • Work closely with development and QA teams throughout the software development lifecycle to ensure requirements are clearly understood, implemented correctly, and thoroughly tested;
  • Facilitate requirements gathering workshops, interviews, and brainstorming sessions;
  • Create and maintain comprehensive documentation, including requirements specifications, design documents, and user manuals;
  • Support the project management team in planning, estimation, and risk assessment activities;
  • Participate in system testing, user acceptance testing (UAT), and post-implementation reviews to ensure solutions meet business needs;
  • Communicate effectively with both technical and non-technical audiences, explaining complex concepts clearly;
  • Stay abreast of industry trends and best practices in business analysis and technology.
