DEPARTMENT INFORMATION
The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

KNOWLEDGE, SKILLS AND ABILITIES
- Specialized knowledge of bulk fuel storage facility operating systems, including and understanding of how these systems interact with each other.
- Ability to analyze technical mechanical designs and judge the appropriateness of such designs for conditions in the NWT.
- Ability to read, comprehend, interpret, and apply building codes, standards and regulations (ie: National Fire Code of Canada (NFC), Canadian General Standards Board (CGSB), American Petroleum Institute (API), Underwriter’s Laboratory of Canada (ULC), National Building Code of Canada (NBC), Canadian Electric Code (CEC), Canadian Standards Association (CSA), Canadian Environmental Protection Agency (CEPA), American Society for Testing Material (ASTM), ect.)
- Analytical skills, such as problem solving and decision making, for successful participation in troubleshooting or failure investigations.
- Training in technical and operational aspects of fuel storage facility management and fuel product distribution and sales in the northern environment.
- Contract administrative and management skills needed to engage, direct and evaluate consultants retained to assist FSD.
- Ability to commit to actively upholding and consistently practicing personal diversity, inclusion and cultural awareness, as well as safety and sensitivity approaches in the workplace.
Typically, the above qualifications would be attained by:
- A diploma in Mechanical Engineering Technology plus 4 years of relevant experience.
- Cold Climate experience.
- Experience must be varied in nature of tasks as well as scope of projects.
Equivalencies:
- Having performed mechanical work in a bulk oil handling facility, petroleum products facility or chemical storage and handling facility for 5 years or more.
- Five years of industrial experience that demonstrates a sold understanding of piping, vales, storage tanks and pumps as they are used for bulk storage, loading and/or dispensing of liquids.
- Certified tradesperson such as a plumber or pipefitter that has 5 or more years experience working with piping, valves, storage tanks and pumps as they are used for bulk storage, loading and or dispensing of liquids.
Additional requirements
- Valid First Aid/CPR certificate or willingness to attain within 3 months.
- Transportation of Dangerous Goods (TDG) certification or willingness to obtain within 2 months.
- Minimum class 3 GNWT Drivers License, air brake endorsed.
