Description
Overview The Senior Technical Program Manager (STPM) is responsible for technical execution and delivery of sustainment and modernization activities for the DSAID application environment. This role bridges technical leadership and program execution, ensuring secure, stable, and compliant operation of a privacy-sensitive DoD system while managing releases, integrations, and technical risk. Responsibilities Lead technical execution of DSAID sustainment and support activities in accordance with the PWS. Translate program requirements into actionable technical plans, schedules, and tasking. Coordinate work across application development, database administration, cybersecurity, testing, and operations teams. Manage version control, release management, integration testing, and regression testing activities. Assess and mitigate impacts of vendor updates on existing system configurations. Ensure data integrity, availability, and security across all DSAID environments. Execute cybersecurity compliance activities, including vulnerability remediation and audit support. Identify and manage technical risks, escalating issues to the Program Manager as required. Support knowledge capture and technical transition activities. Provide technical input to status reports, briefings, and performance documentation. Support optional Development, Modernization, and Enhancement (DME) efforts under LH CLINs. Required Qualifications Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field. Minimum 10 years of enterprise IT experience, including application sustainment. Minimum 5 years in a technical leadership or technical program management role. Strong experience with database-driven systems and secure application environments. Experience supporting Federal or DoD systems with Privacy Act and cybersecurity requirements. Active Secret clearance. Must be a US Citizen. Desired Qualifications Experience with HR, case-management, or records-management systems. Familiarity with RMF, NIST SP 800-171, and secure SDLC practices. Agile or hybrid delivery experience.
