IO’s Finance, Technology, and Lending Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. The team also manages the infrastructure lending program and IO’s Information Technology and Business Services, providing tools and systems to ensure secure, effective, and efficient operations.
The Loan Program is one of IO’s five business lines and has helped support more than $22.6 billion in local infrastructure investments across Ontario. It provides affordable, long-term financing to public sector clients, allowing them to modernize and renew their infrastructure.
The Loan Program has helped hundreds of clients deliver thousands of community projects in all parts of Ontario and used to revitalize roads and bridges, build new recreation centres and affordable housing units, and purchase equipment like fire trucks and energy-efficient streetlights.

Responsibilities

POSITION PURPOSE:

As the Senior Vice President, Lending, you will lead the customer relations, loan operations and underwriting functions in a coordinated manner to deliver lending solutions to eligible organizations. You will collaborate with the credit risk team to develop client solutions and ensure the efficient and effective delivery of lending services. This role also includes developing and implementing lending operating standards and procedures in compliance with IO’s Credit Risk Appetite and Credit Risk Policy and acting as a strategic advisor to the CFO on lending related matters. In this role you will be reporting to the Chief Financial Officer.

WHAT YOU WILL DO:

  • Develop and oversee an end-to-end loan program business development approach, including brand management, conducting research, engaging in market outreach, targeting key markets, personal customer service, underwriting and loan program administration to yield new loan business opportunities and new revenues.
  • Conduct loan application underwriting and due diligence analysis to make recommendations to the respective approval committees including explanations for recommended covenants and security to protect IO’s interests in line with IO’s credit risk appetite/policy and lending guidelines.
  • Oversee the overall lending process, with primary responsibility to develop, implement and document lending operating standards and procedures. Lead discussions with the CFO and lending leadership team on loan issues identified; assessing risks, options and recommendations.
  • Lead discussions with the Ministry of Infrastructure on loan issues and/or program/policy direction, providing awareness and insight on IO’s lending operations, including risk appetite, to help drive value while managing credit risks.
  • Lead discussions with client ministries and borrowers to structure transactions that satisfy client and borrower needs while operating within IO’s risk parameters.
  • Contribute to, and participate in, presentations to diverse stakeholder groups on overall lending portfolio activity, highlighting portfolio composition, performance against budget, pipeline of loans, key initiatives and complex transactions.
  • Lead the promotion of IO products and services to the municipal sector as part of IO’s overarching strategic initiative; while providing objective, strategic advice on transactions that could help improve service delivery.
  • Lead the implementation of technology solutions and process enhancements to improve loan reporting and analysis.
  • Be a key executive-level contributor to development of staff at IO, through team leadership and act as the business lead/key point of contact for Lending within IO.
