The Urban League of Metropolitan St. Louis, the leading champion of empowerment and opportunity for individuals throughout the region in securing economic self-reliance, social equality, and civil rights, is seeking a highly motivated individual with a passion for helping others to work as a Senior Workforce Development Specialist.
This role will support our Save Our Sons program, which uplifts, empowers, and inspires people from all backgrounds. The ideal candidate will play a vital role in developing and implementing comprehensive workforce development initiatives, designing internal training systems, and ensuring compliance with grant requirements to drive successful employment outcomes for our clients.

Key Responsibilities

  • Workforce Policy DevelopmentCompliance Oversight
  • Create and implement standard operating procedures (SOPs) to guide workforce service delivery across all sites.
  • Ensure compliance with all federal, state, and local workforce program requirements, particularly for grant-funded initiatives.
  • Revise workforce policies to enhance client service delivery, increase job placements, and support program success.
  • Collaborate with internal stakeholders to build scalable workforce strategies applicable across different regions.
  • Lead the design of systems for tracking data, ensuring reporting accuracy, and monitoring, and workforce development metrics.

TrainingStaff Development

  • Design and facilitate training initiatives for Workforce Development Specialists, enhancing skills in case management, employer engagement, and client coaching.
  • Develop training materials and tools to ensure consistent training.
  • Provide mentorship and coaching techniques to support junior staff.
  • Strategic PlanningWorkforce Alignment
  • Conduct labor market research on both regional and national levels to identify employment trends and opportunities.
  • Align workforce development strategies with organizational goals and needs of local employers.
  • Analyze performance trends to recommend program enhancements.
  • Identify and address service gaps and propose innovative solutions to enhance client outcomes.

Data AnalysisReporting

  • Oversee the collection and analysis of workforce performance data, including client success rates, retention, and wage progression.
  • Use data-driven insights to improve workforce strategies and service delivery.
  • Prepare detailed reports on workforce performance to support leadership decision-making and enhance grant compliance.

The ideal candidate must have:

  • Bachelor’s degree in Workforce Development, Business Administration, Human Services, or a related field is preferred.
  • Minimum of 5 years of experience in workforce development, career coaching, compliance management, recruiting, or policy development.
  • Proven experience in developing SOPs, establishing training systems, and monitoring compliance.
  • Strong analytical skills with experience in performance metrics, reporting, and workforce data analysis.
  • Excellent communication, leadership, and mentoring skills.
  • Proficiency in workforce case management software and CRM tools.
